Holt County Board of Supervisors Proceedings (1-9-2025)

The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on December 26, 2024, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:32 A.M. with the flag salute.

Motion by Paxton, 2nd by Breiner, to approve the minutes of the December 16, 2024, meeting as printed.  Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke  and Frahm.Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:34 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Building Blocks for Community Enrichment on a 2017 Dodge Grand SE and Valley Hope Association on a 2005 Ford Freestar Van. No one appeared to comment.

Motion by Paxton, 2nd by Neiman, to approve the tax list corrections #24-021 through #24-022 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Treptow, to adjourn the public hearing at 9:38 A.M. and return to regular session. Voting Aye: Neiman, Breiner, Paxton, Tielke, Paxton, Keyes and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on December 26, 2024, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:47 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Keyes, 2nd by Frahm, to approve the minutes of the December 16, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Board reviewed claims on file.

Motion by Keyes, 2nd by Frahm, to approve the addition to the agenda to approve the surety bond for Darrin J. Paxton, Holt County Supervisor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

9:50 A.M. being the time advertised time was allowed for public comment.  

Correspondence was reviewed.

Rachel Moses presented the E-911 Quarterly Report. 

Motion by Paxton, 2nd by Keyes, to void check #24120049 for $24,403.63 to Gotshall & Sholes, corrected amount issued. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Frahm, to approve the zoning application on file on a tract in SE ¼ of SW ¼ 34-30-16 for Richard J. Ramm. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

The Board acknowledged receipt of the letter of resignation from Frank Heying from the Planning & Zoning Commission.

Motion by Keyes, 2nd by Neiman, to accept the contract from the Nebraska State Auditors to conduct the Holt County audit for fiscal years 2025, 2026 & 2027 for $21,000.00 per year.  Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Breiner, to allow the direct deposit payroll and other related claims. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.

The Board discussed the proclamation issued by President Biden to designate January 9, 2025, as a National Day of Mourning which provides for the closing of government offices. Due to January 9, 2025, being the statutory meeting day for county boards, Holt County will not be closed on January 9, 2025.
