NOTICE TO BIDDERS

Sealed bids will be received by the Holt County Clerk, Holt County Courthouse, 204 N 4th Street, O'Neill NE 68763, until Monday, September 30, 2024, at 11:00am CDT, for construction of a reinforced concrete box culvert and associated grading in Holt County in Nebraska and other work incidental thereto. The sealed bids are to be plainly marked “Attention: Holt County Clerk, Holt County Courthouse, 204 N 4th Street, O'Neill NE 68763, Holt County Reinforced Concrete Box Culvert Project, Project No. C-45(569) - Structure No. C004502710”.

The sealed bids are to be sent or submitted to the Clerk of Holt County, Holt County Courthouse, 204 N 4th Street, O'Neill NE  68763.

The work shall include all labor, materials, transportation, and equipment required for the construction of:

Sta. 26+40

Build Triple 12' x 7' x 52' Concrete Box Culvert on 35° Skew LHB

Special Plan 1

Copies of the Bid Documents and Specifications are on file and open to public inspection at the following locations:

• Speece Lewis, a Bowman Company, 906 S 26th Street, Lincoln NE  68510

A set of plans may be obtained from Speece Lewis, a Bowman Company, 906 S 26th Street, Lincoln NE, 68510 for a nonrefundable fee of $30.00 for electronic copies or $40.00 for a hard copy.

Proposals must be signed and submitted on the forms furnished with the Bid Documents. Please only submit Division 5.

Each bidder will be required to submit with his proposal a Bid Bond or Certified Check made payable, without condition, to the County Treasurer of Holt County, Nebraska, in an amount equal to five (5) percent of their proposal.

The bidder to whom the contract is awarded shall furnish within ten (10) days after the award a surety bond or bonds in a sum equal to the full amount of the contract. The form of the bonds and surety shall be acceptable to the Holt County Board of Supervisors.

The bidder will include an estimated time of beginning and completion for the project with the proposal. The Contractor will be allowed 60 calendar days for completion of the work. The required completion date of the project is July 31, 2025.

The Holt Board of County Supervisors reserves the right to reject any and all bids, to pass upon the regularity, and to waive any irregularities.

Awarding of the Contract will be in accordance with the provisions of “Competitive Bidding; Consideration”, COUNTY PURCHASING ACT, N.R.S. Sections 23-3101 through 23-3114, any competitive bidding requirements of Nebraska Statutes 16-321, et. seq. The Holt County Board of Supervisors will, at their discretion, award the contract based on the lowest or best bid.

ORDINANCE NO. 1426

CITY OF O'NEILL, 

NEBRASKA

AN ORDINANCE OF THE CITY OF O'NEILL, NEBRASKA, TO ADOPT THE BUDGET STATEMENT TO BE TERMED THE ANNUAL APPROPRIATION BILL; TO APPROPRIATE SUMS FOR NECESSARY EXPENSES AND LIABILITIES; TO EXCEED THE BUDGET LIMIT FOR FISCAL YEAR 2024-2025 BY AN ADDITIONAL 1% AND TO PROVIDE FOR AN EFFECTIVE DATE.

BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF O'NEILL, NEBRASKA, that:

Sec. 1. That after complying with all procedures required by law, the budget presented and set forth in the budget statement is hereby approved as the Annual Appropriation Bill for the fiscal year beginning October 1, 2024, through September 30, 2025. All sums contained in the budget statement are hereby appropriated for the necessary expenses and liabilities of the City of O'Neill. A copy of the budget document shall be forwarded as provided by law to the Auditor of Public Accounts, State Capitol, Lincoln, Nebraska, and to the County Clerk of Holt County, Nebraska, for use by the levying authority.

Sec. 2. The City Council of the City of O'Neill approves exceeding the budget limit for the fiscal year 2024-2025 by an additional 1%.

Sec. 3. This ordinance shall be in full force and effect from and after its passage, approval and publication as required by law.
