The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on August 8, 2024, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 9:03 A.M. with the flag salute.

Motion by Paxton, 2nd by Neiman, to approve the minutes of the July 31, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Tielke, to acknowledge receipt of the Exempt Cemetery list in Holt County. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on August 8, 2024, in the Atkinson Graphic.

Chairman Tielke convened the meeting at 9:15 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Paxton, to approve the minutes of the July 31, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Board reviewed claims on file.

The Treasurer's report was presented and placed on file. 

Motion by Frahm, 2nd by Breiner, to acknowledge receipt of the Distress Warrant Report presented by County Treasurer Shelly Ross verifying the Sheriff's final collection report and place report on file with the County Clerk. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Correspondence was reviewed.

The Board acknowledged the notice from the Nebraska Commission on Law Enforcement that Holt County Jail is in full compliance.

9:20 being the time advertised, time was allowed for public comment. No one appeared to comment.

The Board acknowledged receipt of the preliminary levy allocation requests from the political subdivisions. 

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Motion by Treptow, 2nd by Keyes, to void check #24070061 for $702.00 to Kersenbrock Dental due to duplicate payment. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.



RESOLUTION #2024-10

OF THE 

HOLT COUNTY BOARD OF SUPERVISORS

SIGNING OF THE COUNTY ANNUAL CERTIFICATION 

OF PROGRAM 

COMPLIANCE 2024

Whereas: State of Nebraska Statutes, sections 39-2115, 39-2119, 39-2120, 39-2121 and 39-2510(2), requires an annual certification of program compliance to the Nebraska Board of Public Roads Classification and Standards; and

Whereas: State of Nebraska Statute, section 39-2120 also requires that the annual certification of program compliance by each county shall be signed by the County Board Chairperson and shall include the resolution of the governing body of the county authorizing the signing of the certification.

Be it resolved that the County Board Chairperson of Holt County is hereby authorized to sign the County Annual Certification of Program Compliance.



The foregoing resolution was introduced by Supervisor Frahm, who moved its adoption. The motion was seconded by Supervisor Keyes. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Motion by Neiman, 2nd by Paxton, to approve the zoning application on file for a tract in S ½ NW ¼ 7-30-13 for Timothy & Becky Borer. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Time was allowed to review and discuss the 2024/2025 budget.

Motion by Paxton, 2nd by Keyes, to hold the 2024/2025 Budget Hearing for Holt County at 1:15 P.M. on August 30, 2024, at the conclusion of the regular Board of Supervisors meeting. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Frahm, to submit for public hearing on September 16, 2024, at 10:15 A.M. the final tax request at a different amount than the prior year tax request and adopt the proposed 2024/2025 County Budget. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Paxton, to accept the engineering agreement with Speece Lewis to perform the flood damage assessment for the June 2024 flooding throughout Holt County. Voting Aye: Paxton, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: Frahm. Motion carried. 

Motion by Frahm, 2nd by Breiner, to accept the overall low bid from Dixon Construction for $1,773,630.36 for Projects C45(449), C36(131) & C58(42) in Holt, Garfield and Loup County as per bid specifications. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried. 

Gary Connot Road Superintendent presented his Department Activity Report.
