The Project includes the following Work:

1st Street/John Street: The project consists of the removal/salvaging of existing rock surfacing, construction of 4,039 s.y. of 8” P.C. concrete paving, 757 s.y. of 6” P.C. concrete pavement, driveway & pavement removal/replacement, sidewalks, earthwork, grading, seeding, restoration, shouldering, and associated appurtenances.

8th Street: The project consists of the removal/replacement of 580 l.f. of existing 8” sanitary sewer main, new manholes, new service wyes, service lines, by-pass pumping. The project will also consist of the construction of 2,274 s.y. of 7” P.C. Concrete pavement, pavement removals, grading, seeding, restoration, and associated appurtenances.

NOTICE TO BIDDERS

Sealed bids will be received by the O'Neill Public Library Board 601 E. Douglas Street, O'Neill, NE 68763 until Friday May 5, 2023 at 12:00 pm. Quotes for concrete work which will include the south parking lot, the library's front steps, sidewalk and handicap ramps of the O'Neill Public Library. The sealed bids are to be plainly marked “Attention: O'Neill Public Library Board Concrete Project”.

The sealed bids are to be sent or submitted to the O'Neill Public Library Board 601 E. Douglas Street, O'Neill, NE 68763.

The work should include all labor, materials, transportation and equipment required. Work is located at the O'Neill Public Library. Bids for work will be evaluated and awarded at the Thursday May 11th, 2023 at the O'Neill Public Library Board Meeting.

The bidder will include an estimated time of beginning and completion for the project with the proposal. The required completion date of the project is August 31, 2023.

The O'Neill Public Library Board reserves the right to reject any and all bids or waive any irregularities in bids.

Awarding of the contract will be in accordance with the eleven points enumerated under “Competitive Bidding; Consideration”, COUNTY PURCHASING ACT, N.R.S. Sections 23-3101 through 23-3114 and any competitive requirements of Nebraska Statutes 16-321, et, seq., and the O'Neill Public Library Board will at their discretion, award based on the lowest or best bid.

The City of O'Neill is taking sealed bids to have someone hay approximately 5 acres south of the Community Center and 8 acres south of Carney Park. Also, 4 acres south and 4 acres west of the Waste Treatment Plant, property north of Valley Hope and east of Soccer Fields and the property east of Legion Baseball Field. The City of O'Neill will be accepting bids at the City Hall at 401 East Fremont St. until 6:30 p.m. on May 8, 2023 at which time all bids will be opened and publicly read aloud. The City is requiring that the bids be submitted separated out by property for all sites and be done on a cash basis and before the haying commences.

No bids shall be withdrawn after the opening of bids without consent of the City of O'Neill, for a period of thirty days. The City of O'Neill shall reserve the right to accept or reject any or all bids.

ORDINANCE NO.1415

AN ORDINANCE GRANTING TO THE NEBRASKA PUBLIC POWER DISTRICT, A PUBLIC CORPORATION AND POLITICAL SUBDIVISION OF THE STATE OF NEBRASKA, ITS SUCCESSORS AND ASSIGNS, THE NONEXCLUSIVE RIGHT AND FRANCHISE FOR A PERIOD OF 25 (TWENTY-FIVE) YEARS TO ERECT, OPERATE AND MAINTAIN AN ELECTRIC LIGHT AND POWER SYSTEM IN THE CITY OF O'NEILL FOR THE PURPOSE OF FURNISHING ELECTRIC ENERGY TO SAID CITY OF O'NEILL AND THE INHABITANTS THEREOF; LIMITING THE MAXIMUM CHARGES FOR SUCH ENERGY; PROVIDING CERTAIN REGULATIONS WITH REFERENCE THERETO; AND ALL THINGS INCIDENTAL TO THE PURPOSES THEREOF; REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH; DIRECTING THE PUBLICATION OF THIS ORDINANCE AND PRESCRIBING THE TIME WHEN THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT.

BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF O'NEILL NEBRASKA, that:

Section 1. The City of O'Neill a municipal corporation, hereby grants unto the Nebraska Public Power District, its successors and assigns, the nonexclusive right and franchise for a period of 25 (twenty-five) years to erect, operate and maintain within said City of O'Neill,  an electric light and power system; and the right to construct, operate and maintain poles, conduits, wires and other necessary equipment, in, over, across or under the streets, alleys and public places in said City of O'Neill for the purpose of supplying electric energy to said City of O'Neill and its inhabitants, or to other cities, villages and communities and their inhabitants, or to others connected or to be connected to said system.

Section 2. Nebraska Public Power District shall have the authority to trim trees upon and overhanging the streets, alleys and public places of the City of O'Neill so as to prevent the branches of such trees from coming in contact with or endangering said electric light and power system.

Section 3. Nebraska Public Power District is hereby authorized to establish, charge, collect and receive a reasonable compensation for electricity furnished to the City of O'Neill and its inhabitants, and establish terms and conditions for such service in accordance with the provisions of Chapter 70 of the Revised Statutes of Nebraska, as amended, empowering a public power district to set and collect reasonable charges for its services and to establish rules and regulations for the conduct of its business and affairs.

Section 4. This Ordinance shall be published in accordance with laws of the state of Nebraska.

Section 5. This Ordinance shall be effective from and after its passage, approval, publication and written acceptance hereof by Nebraska Public Power District.

Section 6. All ordinances and parts of ordinances in conflict with the provisions hereof are hereby repealed.
