Motion carried. __________ RESOLUTION #2022-13 OF THE HOLT COUNTY BOARD OF SUPERVISORS WHEREAS, a proposed County Budget for the Fiscal Year July 1, 2022, to June 30, 2023, prepared by the Budget Making Authority, was transmitted to the County Board on the 31st day of August 2022. NOW THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Holt County, Nebraska as follows; SECTION 1. That the budget for the Fiscal Year July 1, 2022, to June 30, 2023, as categorically evidenced by the Budget Document and the Budget Message be, and the same hereby is, adopted as the Budget of Holt County for said fiscal year. SECTION 2. That the offices, departments, activities and institutions herein named are hereby authorized to expend the amounts herein appropriated to them during the fiscal year beginning July 1, 2022 and ending June 30, 2023. SECTION 3. That the income necessary to finance the appropriations made and expenditures authorized shall be provided out of the unencumbered cash balance in each fund, revenues other than taxation to be collected during the fiscal year in each fund, and tax levy requirements for each fund. SECTION 4. The Holt County Board of Supervisors approve exceeding the restricted funds authority for the fiscal year 2022-2023 by an additional 1%. __________ The foregoing resolution was introduced by Supervisor Frahm, who moved its adoption. Motion carried. __________ RESOLUTION #2022-14 OF THE HOLT COUNTY BOARD OF SUPERVISORS WHEREAS, Nebraska Revised Statute 77-1632 and 77-1633 provide that the Governing Body of the County of Holt passes by a majority vote a resolution setting the tax request; and WHEREAS, a special public hearing was held as required by law to hear consider comments concerning the property tax request; and NOW, THEREFORE, the Governing Body of the County of Holt, by a majority vote, resolves that; 1. The 2022-2023 property tax request be set at General Fund $8,607,830.00 and Bond Fund $1,178,170.00. 2. The total assessed value of property differs from last year's total assessed value by 1.12 percent. 3. The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property would be 0.32803 per $100 of assessed value. 4. Holt County proposes to adopt a property tax request that will cause its tax rate to be 0.336136 per $100 of assessed value. 5. Based on the proposed property tax request and changes in other revenue, the total operating budget of Holt County will decrease last year's budget by -15.47 percent. 6. A copy of this resolution be certified and forwarded to the State Auditor on or before October 15, 2022. __________ The foregoing resolution was introduced by Supervisor Paxton, who moved its adoption. Voting Nay: None. Motion carried. The Board discussed Group Term Life Insurance. The Board discussed the recommendations from the Planning and Zoning Board on regulation updates. The Board will review the information. Motion by Frahm, 2nd by Keyes, to set a public hearing on October 31st at 1:30 P.M. to hear public comment on the recommendations from the Planning & Zoning Board on regulation updates to the Holt County Zoning Regulations. Bill Price, Director of Emergency Services with Region IV was present to explain the use and information on the use of NARCAN for the public. Delma Borg as a business owner and also with Brainbuilders Childhood Development was present to discuss the importance of Early Childhood Care and After School Daycare in Holt County. Motion by Frahm, 2nd by Butterfield, to approve the Right of Way permit for Viaero Fiber Networks, LLC for fiber optic cable in Sections 15 & 22-25-15. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried. The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required. The Board reviewed the bid from NMC Cat, Norfolk, NE on the construction forks quote from August 31, 2022. Motion by Paxton, 2nd by Keyes, to purchase the Cat Construction Forks from NMC Cat for $19,450.00. Voting Aye: Keyes, Paxton, Treptow and Tielke. Voting Nay: Butterfield, Breiner and Frahm.
