County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Chairman Frahm convened the meeting at 9:01 A.M. with the flag salute. Motion by Butterfield, 2nd by Paxton, to approve the minutes of the July 29, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried. Motion by Butterfield, 2nd by Paxton, to approve the tax list corrections #22-020 as submitted by the Assessor. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried. The Board discussed levy authority for fiscal year 2022/2023 for the political subdivisions. Motion by Tielke, 2nd by Keyes, to share levy authority of $.05 with the townships, $.05 with the fire districts and $.01 with the Holt County Agriculture Society, for 2022/2023. Chairman Tielke convened the meeting at 9:15 A.M. and informed the public of the location of the Open Meeting Poster. Motion by Frahm, 2nd by Keyes, to approve the minutes of the July 29, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried. The Treasurer's report was presented and placed on file. The Board reviewed claims on file. The Board acknowledged receipt of the preliminary levy allocation requests from the political subdivisions. The Board discussed changing the meeting date of the September 16, 2022, meeting due to the Northeast District NACO meeting will be held in Norfolk on September 16th. Due to other conflicts on September 15th and 19th the Holt County Board of Supervisors meeting will not be changed and will be on September 16th. The Board will not be attending the Fall District meeting. Motion by Butterfield, 2nd by Frahm, to approve the written fee policy for the Holt County Clerk's Office to include $1.00 per sheet for laminating charge. Motion by Frahm, 2nd by Paxton, pursuant to Nebraska State Statute #77-1738 the Holt County Treasurer presented a list of 2020 Personal Property Taxes to the Board asking for approval to strike parcel #010000027 for $67.68 due to no property in Holt County to levy on. Ed Lewis with NECC was present to discuss the possible use of the Holt County CDL testing spot for training classes through the college when the site is not in use for DMV testing. Natalie Butterfield was present to discuss insurance coverage on the General John O'Neill statute. The statute is covered under the county umbrella policy. RESOLUTION #2022-22 OF THE HOLT COUNTY BOARD OF SUPERVISORS SIGNING OF THE COUNTY ANNUAL CERTIFICATION OF PROGRAM COMPLIANCE 2022 Whereas: State of Nebraska Statutes, sections 39-2115, 39-2119, 39-2120, 39-2121 and 39-2510(2), requires an annual certification of program compliance to the Nebraska Board of Public Roads Classification and Standards; and Whereas: State of Nebraska Statute, section 39-2120 also requires that the annual certification of program compliance by each county shall be signed by the County Board Chairperson and shall include the resolution of the governing body of the county authorizing the signing of the certification. Be it resolved that the County Board Chairperson of Holt County is hereby authorized to sign the County Annual Certification of Program Compliance. The foregoing resolution was introduced by Supervisor Frahm, who moved its adoption. The motion was seconded by Supervisor Paxton. Motion by Keyes, 2nd by Frahm, to accept the recommendation from Mainelli Wagner & Associates to accept the low bid from Garcia-Chicoine Enterprises for $97,800.00 for the approach guardrail repair on four bridges in Holt County: C4505110, C4511420, C4515710 & C4531325 as per bid specifications. The Board discussed the 2022/2023 budget. Motion by Butterfield, 2nd by Frahm, to hold the 2022/2023 Budget Hearing for Holt County at 1:00 P.M. on August 31, 2022, at the conclusion of the regular Board of Supervisors meeting. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried. Motion by Frahm, 2nd by Keyes, to submit for public hearing on September 16, 2022, at 10:00 A.M. the final tax request at a different amount than the prior year tax request and adopt the proposed 2022/2023 County Budget.
