Holt County Board of Supervisors Proceedings (5-09-2024)

The Holt County Board of Supervisors met as a Board of Equalization with all members present except Treptow. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on April 18, 2024, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute and informed the public of the location of the Open Meeting Poster. 

Motion by Paxton, 2nd by Tielke, to approve the minutes of the April 16, 2024, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Absent: Treptow. Motion carried.

Chairman Frahm convened a public hearing at 9:31 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Avera St. Anthony's Hospital on a 2004 Cutaway Van, 2015 & 2016 Chevy Impala; Building Blocks for Community Enrichment on a 2017 & 2019 Chevy Malibu. No one appeared to comment.

Motion by Paxton, 2nd by Neiman, to adjourn from public hearing at 9:45 A.M. and return to regular session. Voting Aye: Neiman, Breiner, Paxton, Tielke, Keyes and Frahm. Voting Nay: None. Absent: Treptow. Motion carried.

Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on April 18, 2024, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:48 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Paxton, 2nd by Keyes, to approve the minutes of the April 16, 2024, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

9:50 A.M. time was allowed for public comment. No one appeared to comment.

The Board reviewed claims on file.

The Board acknowledged receipt of the 2023 TIF annual reports from the cities of O'Neill and Atkinson.

Motion by Paxton, 2nd by Frahm, to approve the surety bond for David J. Hickey, Emmet Township Board. Voting Aye: Neiman, Breiner, Paxton, Frahm, Keyes and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

Motion by Keyes, 2nd by Breiner, to void checks #24040044 to Holt County Independent for $2038.07 due to partial duplicate payment & #24040012 to Brown County Treasurer for $8775.00 due to overpayment. Voting Aye: Breiner, Paxton, Frahm, Keyes, Neiman and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

Motion by Keyes, 2nd by Paxton, to approve the zoning application for Rodney & Linda Bohlender a tract in SE ¼ 13-29-13. Voting Aye: Paxton, Frahm, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

Motion by Frahm, 2nd by Paxton, to allow the direct deposit payroll and other related claims. Voting Aye: Frahm, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

Heidi Borg Agriculture Liaison with Congressman Adrian Smith's office presented an office update to the Board.

First Net public safety communications network was discussed.

Motion by Paxton, 2nd by Keyes, to approve change order #1 Holt Countywide Guardrail repair. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

Road Superintendent Gary Connot presented his Department Activity Report.

Motion by Frahm, 2nd by Keyes, to accept the low bid submitted by Gentele Construction for $80,639.95 for C45(560) & $71,526.80 for C45(562) for a total of $152,166.75 as per bid specifications. Voting Aye: Neiman, Breiner, Paxton, Frahm, Keyes and Tielke. Voting Nay: None. Absent: Treptow. Motion carried. 

The Board conducted the Quarterly Jail Visit.

Chairman Tielke recessed for lunch at 1:07 P.M.

Chairman Tielke reconvened the meeting at 2:15 P.M. 

Chairman Tielke adjourned the meeting at 2:38 P.M. until May 16, 2024, at 9:45 A.M.
