The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on March 7, 2024, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute and informed the public of the location of the Open Meeting Poster.

Motion by Paxton, 2nd by Breiner, to approve the minutes of the February 29, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Keyes, to set a public hearing on April 16, 2024, at 9:35 A.M. to review the Permissive Exemption Applications on file for parcel #'s 450020958, 450020960, 450019664 & 450019725 for additional information required by the Nebraska Department of Revenue. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Chairman Tielke convened the meeting at 9:46 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Paxton, 2nd by Keyes, to approve the minutes of the February 29, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Treasurer's Report was presented and placed on file.

Motion by Paxton, 2nd by Neiman, to acknowledge receipt of the report on the sale of the Real Estate sold at the public tax sale held on March 4, 2024. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

The Board reviewed claims on file.

Courthouse Custodian updated the Board on Courthouse maintenance.

Veterans Service Officer Ken Stenka was present to discuss office space with the Board.

Jackie Duncan with FirstNet was present via telephone to discuss with the Board public safety communications network.

RESOULUTION #2024-05

OF THE

HOLT COUNTY BOARD 

OF SUPERVISORS

WHEREAS, the Holt County Board has received the report of the Holt County Highway Superintendent containing his recommendations as to the vacation or abandonment of the public road.

NOW THEREFORE, BE IT RESOLVED BY THE CHAIRMAN AND HOLT COUNTY BOARD OF

SUPERVISORS, that:

A public hearing will be held to consider the vacation or abandonment of the following described public road: 510 Avenue between 869th Road and 870th Road West of the 6th P.M., Holt County, Nebraska on the 16 day of April 2024, at 10:45 A.M. in the Supervisors Meeting Room at the Holt County Courthouse, O'Neill, Nebraska. Notice shall be given as required by law.

The foregoing resolution was introduced by Supervisor Keyes, who moved its adoption. Supervisor Frahm seconded the motion. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Motion by Neiman, 2nd by Keyes, to set bid date for culvert projects C45(560) & (562) on April 30, 2024, at 11:00 A.M. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Board discussed a skid steer lease with NMC for the Weed Department.

11:30 A.M. being the time advertised bids were opened and read for asphalt for 2024. One bid was received.

Jebro, Inc: $1,021.00 - $918.00 - $693.00 - $398.00

The bids were reviewed.

Gary Connot Road Superintendent presented his Department Activity Report

Motion by Breiner, 2nd by Paxton, to approve the skid steer lease with NMC CAT for $8,500.00 for 1 year. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.
