Holt County Board of Equalization and Board of Supervisors Proceedings – September 30, 2025

Board meetings are held on the first working day after the 15th and the last working day of the month.  Meetings are held at the Holt County Courthouse meeting room. Board of Equalization at 9:30 A.M. and Board of Supervisors at 9:45 A.M. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on September 24, 2025, in the Summerland Advocate. The agenda for all meetings are kept continuously current and is available for public inspection at the County Clerk's office during normal business hours. The agenda is held open until 24 hours prior to the meeting. The Board has the right to modify the agenda to include items of an emergency nature only at such meeting.

The Holt County Board of Equalization convened at 9:30 A.M. Present: Linquist, Neiman, Breiner, Paxton and Tielke. Absent: Frahm and Treptow.  County Assessor Wallinger, County Treasurer Ross and County Clerk Pavel were also present.

Approved the minutes of the September 16, 2025, meeting.

Approved the tax list correction.

The Holt County Board of Supervisors meeting convened at 9:45 A.M. Present: Linquist, Neiman, Breiner, Paxton and Tielke. Absent: Frahm and Treptow.

Approved the minutes of September 16, 2025, meeting. 

Reviewed claims & correspondence.

Time was allowed for public comment. No one appeared for comment.

Approved increase to out of County meal reimbursement up to $15.00 for breakfast, $17.00 for lunch, $21.00 for evening meal and no reimbursement for tips.

Convened public hearing to hear public comment on Conditional Use Permit application submitted by Linse, LLC for an Animal Feeding Operation in NE ¼ 35-31-15. No one appeared for comment.

Approved Conditional Use Permit application submitted by Linse, LLC in NE ¼ 35-31-15 as recommended by Planning & Zoning Commission.

Approved Zoning Applications for: Gerald J. & Debra L Wagner a tract in SW ¼ 23-26-9; Mary V. Burival Estate, Cliff F. Burival & Steven F. Burival a tract in NE ¼ 27-30-12 and Keogh Farms, LLC, Priscilla R. Keogh a tract in SW ¼ 29-30-13.

Kristin Olson with North Central Development Center was present to discuss grant writing.

Supervisor Treptow arrived at 10:29 A.M.

Leo Seger, Michael Sholes, Brent Kelly & Marv Fritz were present to discuss Atkinson zoning issues.

Approved Sheriff's request to increase 2 additional part-time deputies for a total of 6 part-time deputies due to increasing workload.

Road Department Activity Report was presented.
