CHAMBERS BOARD 

OF EDUCATION

REGULAR BOARD MEETING

A meeting of the Board of Education of Chambers Public Schools was convened in open and public session on September 14, 2022, in the Library at Chambers Public Schools, 201 S. A Street, Chambers, Nebraska. The roll was called, and the following Board members were present: Terry Kamphaus, Matt Ehlers, Mark Dexter, Amy Scott, Travis Dougherty, and Monte Metschke. Also present was Frank Jesse, Superintendent.

Notice of the meeting was given in advance by publication on the Chambers Public School's website on September 6, 2022, and thereafter in the Holt County Independent, and Chambers Shopper on September 7, 2022. Notice of this meeting was given in advance to all members of the Board of Education. Availability of the agenda was communicated in the publicized notice and a current copy of the agenda was maintained as stated in the publicized notice. All proceedings of the Board of Education, except as may be hereinafter noted, were taken while the convened meeting was open to the attendance of the public. 

The meeting was called to order by President Terry Kamphaus at 8:00 p.m. 

  Announcement of Open Meetings Act Posting

At the beginning of this meeting, the Chair announced and informed the public that a current copy of the Open Meetings Act is posted on the north wall of the Library.

The Pledge of Allegiance was recited.

Motion by Travis Dougherty, seconded by Matt Ehlers, to approve the agenda. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0.

Visitors were invited to share public comment.

Motion by Matt Ehlers, seconded by Monte Metschke, to approve all items on the consent agenda as provided. After discussion and roll call vote the motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0.

GENERAL FUND CLAIMS: $33,871.61

HOT LUNCH CLAIMS: $1,174.41

PAYROLL: $178,705.67

A. Motion by Monte Metschke, seconded by Travis Dougherty to approve local substitute certificate for April Dexter. Motion carried, 5-0. Aye: Dougherty, Ehlers, Metschke, Scott, Kamphaus. Mark Dexter abstained. Nay: 0

B. Motion by Mark Dexter, seconded by Travis Dougherty to recognize Chambers Education Association for 2023-2024 negotiations. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0.

C. Motion by Matt Ehlers, seconded by Monte Metschke to approve transfer of general funds to CWC account. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0.

D. Motion by Travis Dougherty, seconded by Matt Ehlers to approve transfer of general funds to Hot Lunch account. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0.

E. Preschool transportation was discussed.

F. Motion by Travis Dougherty, seconded by Monte Metschke to approve line of credit resolution with Chambers State Bank. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0.

G. Motion by Matt Ehlers, seconded by Travis Dougherty, to approve 2023-2024 Ag teaching contract for Rylee Dexter. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0.

H. Motion by Monte Metschke, seconded by Travis Dougherty to approve 2022-2023 part-time custodial contract for Nicole Jellico. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0.

Executive Session

A. Motion by Terry Kamphaus, seconded by Amy Scott to enter into executive session for evaluation of job performance session at 9:18p.m. Motion carried,  6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0.

B. Motion by Mark Dexter, seconded by Monte Metschke to invite Mr. Jesse into executive session at 9:18 p.m. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0.

C. Motion by Mark Dexter, seconded by Travis Dougherty to exit executive session at 9:33 p.m. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0.

Motion was made by Amy Scott, seconded by Mark Dexter, to adjourn the meeting at 9:43 p.m. on September 14, 2022. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0. The meeting was duly adjourned.
