BUDGET HEARING

SEPTEMBER 27, 2022

Hearing on Proposed 

Property Tax Increase

The Board of Education of School District #0137 held its budget hearing in open and public session on Tuesday, September 27, 2022, in the library at Chambers Public Schools 201 S. A Street, Chambers, Nebraska. The roll was called, and the following Board members were present: Terry Kamphaus, Matt Ehlers, Mark Dexter, Amy Scott, Travis Dougherty, and Monte Metschke. Also present was Frank Jesse, Superintendent.

The meeting was called to order by President Terry Kamphaus at 6:44 p.m. 

At the beginning of this meeting, the Chair announced and informed the public that a current copy of the Open Meetings Act is posted on the north wall of the meeting room.

Motion by Matt Ehlers, seconded by Mark Dexter to open budget hearing and tax summary. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0

The Budget Hearing was published 5 days in advance of the meeting, on the Chambers Public School's website on September 19, 2022, and thereafter in the Holt County Independent and Chambers Shopper on September 21, 2022. The hearing was held to hear comments of support, opposition, criticism, suggestions, or observations of taxpayers relating to the following proposed budget and to consider amendments relative thereto.

Motion by Travis Dougherty, seconded by Monte Metschke, to adjourn the budget hearing at 7:03 p.m. Roll Call. Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0

SPECIAL BOARD MEETING

A meeting of the Board of Education of Chambers Public Schools was convened in open and public session on September 27, 2022, in the library at Chambers Public Schools, 201 S. A Street, Chambers, Nebraska. The roll was called, and the following Board members were present: Terry Kamphaus, Matt Ehlers, Mark Dexter, Amy Scott, Travis Dougherty and Monte Metschke. Also present was Frank Jesse, Superintendent.

Notice of the meeting was given in advance by publication on the Chambers Public School's website on September 19, 2022, and thereafter in the Holt County Independent, and Chambers Shopper on September 21, 2022. Notice of this meeting was given in advance to all members of the Board of Education. Availability of the agenda was communicated in the publicized notice and a current copy of the agenda was maintained as stated in the publicized notice. All proceedings of the Board of Education, except as may be hereinafter noted, were taken while the convened meeting was open to the attendance of the public.  

The meeting was called to order by President Terry Kamphaus at 7:04 p.m.

Announcement of Open Meetings Act Posting

At the beginning of this meeting, the Chair announced and informed the public that a current copy of the Open Meetings Act is posted on the north wall of the library.

Motion by Amy Scott, seconded by Mark Dexter, to approve the agenda.  Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0

Visitors were invited to share public comment.

New Business

A. Motion by Travis Dougherty, seconded by Monte Metschke to approve the 2022-2023 General Fund budget for the School District of Chambers Public School District 45-0137, including a Budget of Expenditures of $3,449,362.00.  Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay:0

B. Motion by Mark Dexter, seconded by Matt Ehlers to approve the 2022-2023 Special Building Fund budget for the School District of Chambers Public School District 45-0137, including a Budget of Expenditures of $289,938.00.  Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0

C. Motion by Monte Metschke, seconded by Amy Scott to approve the 2022-2023 budgets for the Depreciation Fund, School Lunch Fund and School Activities Fund, of Chambers Public School District 45-0137.  Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0

D. Motion by Matt Ehlers, seconded by Travis Dougherty to approve 1) the 2022-2023 General Fund property tax request of $2,207,581.00 with an estimated property tax levy of $.796545.  2) the 2022-2023 Special Building Fund property tax request of $44,177.00 with an estimated property tax levy of $.015940.  Total estimated property tax request $2,251,758.00, total tax levy of $.812485.  Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0

Motion was made by Amy Scott, seconded by Monte Metschke, to adjourn the meeting at 7:18 p.m. on September 27, 2022.  Motion carried, 6-0. Aye: Dexter, Dougherty, Ehlers, Metschke, Scott, Kamphaus. Nay: 0  The meeting was duly adjourned.
