The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on September 22, 2022, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Butterfield, to approve the minutes of the September 16, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:31 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Avera St. Anthony's Hospital on a 2014 Chevy Impala, 2004 Ford Super Duty 250 and 2004 Chevy Cutaway Van; Building Blocks for Community Enrichment on a 2015 Town & Country Van & 2019 Altima; Stuart Village Nursing Home DBA Parkside Manor on a 2011 Chevrolet Impala; St. Mary's School on a 2001 Blue Bird Bus; St. Patrick's Catholic Church on a 2001 GMC Cutaway & 2008 Blue Bird Bus. No one appeared to comment.

Motion by Butterfield, 2nd by Paxton, to approve the refund request on Personal Property #010001025 for $580.78 due to clerical error. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Paxton, to approve the tax list correction #22-028 and #22-029 as submitted by the Assessor. Voting Aye: Butterfield, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Tielke, to acknowledged receipt of the list of Tax Exemptions on Real & Personal Property in Holt County. Voting Aye: Breiner, Paxton, Tielke, Treptow, Keyes, Butterfield and Frahm. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Paxton, to adjourn from public hearing at 9:40 A.M. and return to regular session. Voting Aye: Paxton, Tielke, Treptow, Keyes, Butterfield, Breiner and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on September 22, 2022, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Breiner, to approve the minutes of the September 16, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Correspondence was reviewed.

The Board reviewed claims on file.

9:50 A.M. being the time advertised time was allowed for public comment. No one appeared to comment.

Veterans Service Officer Ken Stenka was present to update the Board on his department.

Chief Deputy Sheriff Ed Nordby was present to discuss purchasing a pickup for the Sheriff's Department through the state bid process.

Motion by Butterfield, 2nd by Paxton, to purchase a new 2023 Ford F150 Crew Cab 4x4 SSV for $48,129.00 from Anderson Ford, through the state bid process and purchase with the County ARPA Funds.  Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow, and Tielke. Voting Nay: None. Motion carried. 

Motion by Frahm, 2nd by Butterfield, to approve the surety bond for Patrick Holmberg, Belle Township Officer. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Planning & Zoning Administrator Mike Durre and Planning & Zoning Board Representative Mary Kaczor was present to discuss the proposed changes to the zoning regulations. 

Motion by Frahm, 2nd by Treptow, to approve the purchase of a 6,000 gallon heated emulsion asphalt storage tank through the All Surplus on-line auction for $188.32. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Quotes were reviewed for guardrail repair.  Quotes were received from:

• Garcia Chicoine Enterprises - $19,723.00 

• Midwest Fence-Guardrail Systems Inc. - $14,500.00

Motion by Frahm, 2nd by Paxton, to accept the low quote from Midwest Fence-Guardrail Systems Inc. for $14,500.00 to repair the guardrail on the Ewing South project repair (NW Corner of 508th Avenue.) Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Keyes, to approve the quote from Blackstrap, Inc. for De-Icing for winter season 2022-2023. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.  

Gary Connot Road Superintendent presented his Department Activity Report.

Chad Thies with Zelle Human Resource Solutions conducted a telephone conference to discuss the economic impact on employee wages. Motion by Frahm, 2nd by Keyes, to allow the direct deposit payroll and other related claims. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Road Fund Payroll Total:  $130,996.64

UNL Extension Educator LaDonna Werth was present to update the Board on her work with Fit & Healthy Kids and the classes that will be available in 2022 & 2023.

Employee life insurance was discussed.

Chairman Tielke adjourned the meeting at 11:47 A.M. until October 14, 2022, at 9:45 A.M.
