The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on January 13, 2022, in the Holt County Independent and Atkinson Graphic.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Butterfield, 2nd by Paxton, to approve the minutes of the December 31, 2021, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on January 13, 2022, in the Holt County Independent and Atkinson Graphic.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Paxton, to approve the minutes of the January 6, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm, and Tielke. Voting Nay: None. Motion carried.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

The Treasurer's Report was presented, and the Board acknowledged receipt of the Semi-Annual Statement, and both were placed on file with the County Clerk.

Claims were reviewed.

Correspondence was reviewed.

Motion by Butterfield, 2nd by Keyes, to approve the surety bonds on file for: Daryl Tomjack, Lake Township; Steve Rasmussen, McClure Township; Kirby Kloppenborg, Emmet Township; Oliver Horton, Sand Creek Township; Marlo Drobny, Steel Creek Township. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

UNL Extension Educator Amy Timmerman presented a department update and to discuss moving a part time position to full time position. Chairman Tielke asked her to come back at 11:30 A.M. for further discussion.

Veteran Service Officer Ken Stenka presented his Quarterly Report.

Planning and Zoning Administrator Mike Durre presented a department update. The Planning and Zoning Administrator introduced the Conservation Easement Application submitted by Graham Crowe Ranch, LLC, by Leslie H. Graham that was reviewed by the Planning and Zoning Board on January 10, 2022. Discussion was also held on updating the Holt County Comprehensive Plan. 

Emergency Manager Deb Hilker presented a department update. Discussion was held on establishing a Holt/Boyd Wildland Fire Task Force to allow the Emergency Management vehicles to be used for emergency purposes.

Motion by Butterfield, 2nd by Frahm, to set a public hearing date for February 16, 2022, at 11:15 A.M. for the Annual 2022 One & Six Year Road Improvement Program Hearing in the Holt County Board of Supervisors meeting room. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Breiner, to increase the annual salary of the Deputy Assessor, Deputy County Clerk, Deputy Clerk of the District Court and Deputy Treasurer $1,200.00 for 2022. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Paxton, to approve the following claims. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Mary Reiser and Steve Anson with Anson Insurance Agency was present to review the County insurance renewal with the Board.

Weed Superintendent Bill Babutzke presented his Department Activity Report.

Motion by Keyes, 2nd by Frahm, to approve the fee charge of $.10 per tag for the hay inspection fee by the Holt County Weed Department. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

The Board continued discussion with UNL Extension Educator Amy Timmerman on part-time or full-time office position.  

Motion by Frahm, 2nd by Keyes, to advertise for a part-time office position in the UNL Extension Office to average 24 hours per week with Veteran Preference hiring. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Sheriff Ben Matchett was present to discuss merit pay and wages for the sheriff deputies and jailers for 2022.

Motion by Keyes, 2nd by Frahm, to increase the jailer wages and sheriff deputies' wages $.57 per hour and to continue with the merit pay for the sheriff deputies. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

The Board conducted the quarterly jail visit.

Chairman Tielke adjourned the meeting at 12:15 P.M. until January 31, 2022, at 9:45 A.M.
