Budget Hearing Minutes

The Budget Hearing of Inman Village was held the 27th day of September, 2022, at 7:00 p.m. Notice of the budget hearing was published in the Holt County Independent on the 22nd day of September, 2022.

Members Present: Deb Morsbach, Julie Engelbart, Jacque Murray, Sherryl Sawyer

Members Absent: Deb Fisher

Others Present: Jim Ferris, Lonnie Doty, Randy Keil, Sheila Carr, Mike Murray, Warren Couch

The budget hearing was opened at 7:00 p.m. Three copies of the proposed budget statement were available to the public.

Deb Morsbach made a presentation outlining the key provisions of the proposed budget statement, including, but not limited to, a comparison with the prior year's budget.

The floor was then opened for public comment on the proposed budget statement. Public comment ensued. All members of the public wishing to address the governing body were provided a reasonable amount of time to do so.

Motion by Jacque Murray and seconded by Sherryl Sawyer to close the budget hearing. All voted aye, Motion passed.

The budget hearing was closed at 7:06 p.m.

There being no further business, a motion was made by Julie Engelbart and seconded by Sherryl Sawyer to adjourn the budget hearing. All voted aye. Motion passed.



Budget Meeting Minutes

The meeting of Village of Inman was held the 27th day of September, 2022, at 7:00 p.m. The Budget Hearing was held previously on the 27th day of September, 2022, at 7:00 p.m.

Members present: Deb Morsbach, Sherryl Sawyer, Jacque Murray, Julie Engelbart

Members absent: Deb Fisher

A motion was made by Sherryl Sawyer and seconded by Jacque Murray to increase the total restricted funds authority by an additional 1%. All voted aye. Motion passed.

A motion was made by Julie Engelbart and seconded by Sherryl Sawyer to request an audit waiver for the fiscal year ended. All voted aye. Motion passed.

A motion was made by Jacque Murray and seconded by Julie Engelbart to approve the budget as proposed. All voted aye. Motion passed.

There being no further business, a motion was made by Sherryl Sawyer and seconded by Jacque Murray to adjourn the meeting. All voted aye. Motion passed.



Resolution setting the

property tax request

Resolution No. 153

Whereas, Nebraska Revised Statute 77-1633 provides that the Governing Body of the Village of Inman passes by a majority vote a resolution or ordinance setting the tax request; and 

Whereas, a special public hearing was held as required by law to hear and consider comments concerning the property tax request;

Now, Therefore, the Governing Body of the Village of Inman resolves that:

1. The 2022-2023 property tax request be set at:

General Fund: $8,653.21

Bond Fund: $0

2. The total assessed value of property differs from last year's total assessed value by 12.11 percent.

3. The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property would be 0.401366 per $100 of assessed value.

4. The Village of Inman proposes to adopt a property tax request that will cause its tax rate to be 0.45 per $100 of assessed value.

5. Based on the proposed property tax request and changes in other revenue, the total operating budget of the Village of Inman will decrease last year's budget by 1.02 percent.

6. A copy of this resolution be certified and forwarded to the County Clerk on or before October 15, 2022.



Motion by Jacque Murray, seconded by Julie Engelbart to adopt Resolution # 153. Voting yes were Julie Engelbart, Sherryl Sawyer, Jacque Murray, Deb Morsbach. Voting no were none.
