Notice for Bids

The City of O'Neill will receive sealed bids for the purchase of a pickup until 6:30 pm, November 4, 2024 at the City Offices located at 401 E. Fremont Street, O'Neill NE. At that time all bids will be opened and publicly read aloud.

Bid specifications may be obtained at the City Offices or by contacting Sarah Sidak, City Clerk, at 402-336-3640 or Jason Baker, Water/Sewer Supervisor, at 402-340-7827.

The City of O'Neill reserves all right to reject any or all bids and to waive the irregularities or informalities in any bid received, and to accept any bid which is deemed most favorable to the City of O'Neill, at any time and under conditions stipulated in the instructions. Bids received after the specified time will be returned unopened.

REQUEST FOR 

PROFESSIONAL 

ENGINEERING CONSULTING SERVICES

HOLT COUNTY, NEBRASKA

Holt County is seeking an engineering consultant(s) to provide professional services for a two (2) year period beginning November 1, 2024. This contract may include projects that utilize County, State and/or Federal funding or reimbursement.

If selected for a project, the selected Consultant will meet with Holt County to develop a detailed work plan and cost estimate for the primary engineering and/or construction engineering services required. A Conflict-of-Interest Disclosure Form will be required on a project-by-project basis. Any questions concerning a real or potential conflict of interest should be submitted to Gary Connot. Contracts may be lump sum or cost-plus contracts.

Copies of all work product shall be submitted to Holt County. Consultant will not copyright any work product and work will remain property of Holt County.

PROTOCOL

Proposals must be submitted at the Holt County Clerk's Office no later than 9:00am on Monday, November 18, 2024. No exceptions to this deadline will be given. Proposals will be opened at 11:00am on Monday, November 18, 2024, at the Holt County Board of Supervisors Meeting. Proposals must include the Nebraska Department of Transportation DR Form 498 and a current Drug-Fee Workplace Policy. Please provide three (3) paper copies and one (1) electronic copy (.pdf format) of your proposal in an envelope clearly marked on the exterior as containing “Proposal for Professional Engineering Services” to Holt County Clerk, 204 N 4th Street, O'Neill, NE 68763.

SELECTION CRITERIA

Proposals will be reviewed, evaluated and ranked by the Consultant Selection Committee. Price is not a selection criterion, and it is not to be included in the firm's proposal. The selection criteria are as follows:

1. Professional Qualifications

2. Specialized Experience and Technical Competence in the type of work required.

3. Past Performance

4. Adequate Staff

5. Consultant Proximity to County

6. Familiarity with County, County Personnel, and County Procedures.
