NOTICE TO BIDDERS

Sealed bids will be received by the Holt County Clerk until 11:00 am on January 17, 2023, for the construction of two corrugated metal pipes, grading, concrete pavement at one of the sites, and other related incidental work. Bids will be opened at 11:00 a.m. on January 17, 2023 and presented to the Board for consideration. The projects are located as follows: C-45(556) – on 870 Road, between 473 Avenue and 474 Avenue; and C-45(557) – on 882 Road, between 464 Avenue and 465 Avenue, both in Holt County, Nebraska.  

The project is referred to as “Holt County 2023 Culvert Pipes: C-45(556) & C-45(557)” and shall include all labor, materials, transportation and equipment required for the construction of: C-45(556) –  triple 84” x 56' corrugated metal pipes on a 0 degree skew with subgrade prep and 8” concrete pavement, and C-45(557) – twin 60” x 32' corrugated metal pipes on a 0 degree skew, both with steel headwalls and wingwalls, and other related incidental work.  

Copies of the Bid Documents and Specifications are open to public inspection at the office of the Holt County Highway Superintendent, O'Neill, Nebraska. A set of documents may be obtained from Mainelli Wagner & Associates, Inc. 6920 Van Dorn Street, Lincoln, Nebraska 68506 (Phone:402-421-1717) for a non-refundable fee of $50.00.  All Bid Proposals must be submitted on the forms furnished with the Bid Documents.  

The sealed bids may be mailed or delivered to the Holt County Clerk, Holt County Courthouse, 204 N. 4th Street, P.O. Box 329, O'Neill, NE 68763 and should be plainly marked as, “Construction Bid Proposal – “Holt County 2023 Culvert Pipes: C-45(556) & C-45(557)”.

Along with its Bid Proposal, each bidder shall submit an unconditional Bid Bond or Certified Check made payable to the County Treasurer of Holt County, Nebraska, in an amount equal to five (5) percent of the Bid Proposal. Also, each bidder is to provide a Start of Construction date and an End of Construction date for each site with their Bid Proposal. The desired completion date for both sites is October 1, 2023. The successful bidder (i.e. Contractor) will be allowed forty (40) calendar days for completion of site C-45(556) and twenty-eight (28) calendar days for completion of site C-45(557), after beginning work at that site, provided they do not exceed their specified completion dates for each site. Additional days due to weather may be granted at the discretion of the Engineer. No project can be started without the intent to complete that site without delay from the other sites, therefore, the Contractor will not be allowed to start the removals at a site unless they have committed a crew to complete the work at that site. Calendar Days will be tracked per project and the days will not be accumulated.

Within ten (10) days following the award of the Contract, the successful bidder shall furnish a surety bond or bonds in an amount equal to or greater than the full amount of the contract. The surety and form of the bonds are subject to the acceptance by the Holt County Board of Supervisors.

The Holt County Board of Supervisors reserves the right to reject any and all bids or to waive any irregularities in bids received. Award of the Contract will be in accordance with the County Purchasing Act's competitive bidding considerations as set forth in Neb.Rev.Stat. §§ 23-3110 to 23-3114.
