Deputy County Assessor Montana DeVries, Deputy County Treasurer Cathy Fuhrer and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Chairman Frahm convened the meeting at 9:31 A.M. with the flag salute. Motion by Linquist, 2nd by Paxton, to approve the minutes of the August 29, 2025, meeting as printed. Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster. Motion by Neiman, 2nd by Paxton, to approve the minutes of the August 29, 2025, meeting as printed. Voting Aye: Treptow, Linquist, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried. The Treasurer's Report was presented and placed on file. Correspondence was reviewed. Claims were reviewed. The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required. Motion by Breiner, 2nd by Treptow, to approve the surety bonds on file for: Victoria L. Seger; Jeffrey Mudloff, Verdigris Township Clerk; Kristopher Matschullat, Antelope Township Treasurer. Voting Aye: Linquist, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried. 9:50 A.M. time was allowed for public comment. Marv Fritz was present to speak. Due to a scheduling conflict, the October 16th Board of Equalization Meeting and the Board of Supervisors Meeting will be held on October 15th, 2025. Supervisor Treptow was excused to attend another meeting at 9:55 A.M. Pat Chohon, Cody Boettcher and Ron Mejstrik were present to discuss road maintenance. Motion by Linquist, 2nd by Breiner, to acknowledge receipt of the road closing petition on 509 Avenue from York Road North to 860th Road and set for public hearing on October 15, 2025, at 10:00 A.M. Voting Aye: Neiman, Breiner, Paxton, Frahm, Linquist and Tielke. Voting Nay: None. Absent: Treptow. Motion carried. Supervisor Treptow returned to the meeting at 11:03 A.M. Page Highway pavement assessment proposals were presented by Chris Lane with Speece Lewis Engineering and Andrew Wilshusen with JEO Consulting Group. Motion by Neiman, 2nd by Linquist, to accept the agreement with JEO Consulting Group for professional services on the Page Highway assessment. Voting Aye: Paxton, Frahm, Treptow, Linquist, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried. Motion by Treptow, 2nd by Paxton, to approve the Right of Way permit for Shamrock Gas for natural gas main line in NE ¼ 25-29-11. Voting Aye: Treptow, Linquist, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried. Gary Connot Road Superintendent presented his Department Activity Report. RESOLUTION #2025-16 OF THE HOLT COUNTY BOARD OF SUPERVISORS WHEREAS, a proposed County Budget for the Fiscal Year July 1, 2025, to June 30, 2026, prepared by the Budget Making Authority, was transmitted to the County Board on the 29th day of August 2025. NOW THEREFORE, BE IT RESOLVED, by the Board of Supervisors of Holt County, Nebraska as follows: SECTION 1. That the budget for the Fiscal Year July 1, 2025, to June 30, 2026, as categorically evidenced by the Budget Document and the Budget Message be, and the same hereby is, adopted as the Budget of Holt County for said fiscal year. SECTION 2. That the offices, departments, activities and institutions herein named are hereby authorized to expend the amounts herein appropriated to them during the fiscal year beginning July 1, 2025, and ending June 30, 2026. SECTION 3. That the income necessary to finance the appropriations made and expenditures authorized shall be provided out of the unencumbered cash balance in each fund, revenues other than taxation to be collected during the fiscal year in each fund, and tax levy requirements for each fund. SECTION 4. The Holt County Board of Supervisors approve exceeding the restricted funds authority for the fiscal year 2025-2026 by an additional 1%. The foregoing resolution was introduced by Supervisor Breiner, who moved its adoption. Supervisor Neiman seconded the motion. Voting Aye: Linquist, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke.Voting Nay: None. Motion carried RESOLUTION #2025-17 OF THE HOLT COUNTY BOARD OF SUPERVISORS WHEREAS, Nebraska Revised Statute 77-1632 and 77-1633 provide that the Governing Body of the County of Holt passes by a majority vote a resolution setting the tax request; and WHEREAS, a special public hearing was held as required by law to hear consider comments concerning the property tax request; and NOW, THEREFORE, the Governing Body of the County of Holt, by a majority vote, resolves that: 1. The 2025-2026 property tax request be set at General Fund $11,750,000.00. 2. The total assessed value of property differs from last year's total assessed value by 17 percent. 3. The tax rate, which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property would be 0.261255 per $100 of assessed value. 4. Holt County proposes to adopt a property tax request that will cause its tax rate to be 0.285558 per $100 of assessed value. 5. Based on the proposed property tax request and changes in other revenue, the total operating budget of Holt County will increase last year's budget by 2 percent. 6. A copy of this resolution be certified and forwarded to the State Auditor on or before October 20, 2025. The foregoing resolution was introduced by Supervisor Paxton, who moved its adoption.
