The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on July 21, 2022, in the Holt County Independent. 

Chairman Frahm convened the meeting at 9:00 A.M. with the flag salute.

Motion by Butterfield, 2nd by Paxton, to approve the minutes of the July 18, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Tielke  and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:01 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Building Blocks for Community Enrichment on a 2012 & 2014 Impala & 2017 Malibu; Avera St. Anthony's Hospital on a 2009 Ford F250, 2014 Chevrolet Express Van and 2022 Ford Edge; St. Patrick's Catholic Church on a 2014 Chevrolet Suburban; Valley Hope on a 1997 Ford F150 and a 2019 Acura; O'Neill Assembly of God on a 1995 Ford Club Wagon; Atkinson Good Samaritan on a 2003 4 wheel trailer. No one appeared to comment.

Motion by Paxton, 2nd by Tielke, to approve the tax list corrections #22-019 as submitted by the Assessor. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Paxton, to adjourn from public hearing at 9:07 A.M. and return to regular session. Voting Aye: Butterfield, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on July 21, 2022, in the Holt County Independent. 

Chairman Tielke convened the meeting at 9:15 A.M. and informed the public of the location of the Open Meeting Poster.  

Motion by Paxton, 2nd by Breiner, to approve the minutes of the July 18, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Keyes, to sign the Nebraska State Auditors engagement letter to conduct the 2021/2022 fiscal year audit for Holt County. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Frahm, to approve the surety bonds on file for: Kristi Peterson, Clerk of the District Court; James R. Meusch, Cleveland Township Clerk; Kurt Meusch, Cleveland Township Treas. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Treptow, to change the December 16, 2022, Board of Supervisors meeting to December 19, 2022, due to a conflict with the NACO Annual Conference. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Amy Timmerman UNL Extension Educator was present to discuss the department budget with the Board.

The Board reviewed the budgets on file. 

Motion by Frahm, 2nd by Keyes, to approve the Transfer Authorization Form which gives the County Clerk authority to transfer funds from the General Fund to the Road Fund, said funds have no tax dollars levied therefore periodic transfers need to be made from General Fund into this fund, and to approve transfers from the Inheritance Fund to the General Fund, between the dates of July 1, 2022, to June 30, 2023. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

11:00 A. M. being the time advertised bids were opened for 2 bridge replacements 482 Avenue #C4524105 & 501 Avenue #C4547915.

One bid was received from Norfolk Contracting, Norfolk NE:  482 Avenue #C4524105  $201,563.00;  501   Avenue #C4547915  $105,889.00   =   Total of $307,452.00

Motion by Frahm, 2nd by Keyes, to approve the bid from Norfolk Contracting, Norfolk NE for bridge replacement on 482 Avenue C4524105 & 501 Avenue C4547915 for a total of $307,452.00 as per bid specifications. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Treptow, to approve the Right of Way permit application from Three River Communications for fiber optic cable in Sections 32 & 33-29-11. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

RESOLUTION 2022-11Motion by Paxton, 2nd by Frahm, to approve an Interlocal Agreement with Rock County and Holt County on 462 Avenue from 881 Road North to 882 Road. The complete resolution will be printed in the official minutes. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Road Superintendent Gary Connot presented his Department Activity Report.

The Board conducted the quarterly jail visit.

Chairman Tielke adjourned the meeting at 12:10 P.M. until August 16, 2022, at 9:15 A.M.
