The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance.  This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on July 7, 2022, in the Holt County Independent.

Chairman Frahm convened the meeting at 8:15 A.M. with the flag salute.

Motion by Tielke, 2nd by Paxton, to approve the minutes of the June 30, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Tielke and Frahm.Voting Nay: None. Motion carried.

Time was allowed for the Board to hear protests from Dr. Anthony Akinda.

The Board reviewed the Report of Destroyed Real Property in Holt County for 2022.

Motion by Paxton, 2nd by Tielke, to approve the Report of Destroyed Real Property in Holt County for 2022, on parcel numbers:#450792400; 450013816; 450792800; 450783800; 450014038; 450463000; 450014036; 450014009; 450018150; 450014052; 450014050; 450790800; 450783400; 450783600; 450014008; 450014010; 450791600; 450014005 as submitted by the Assessor. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried. 

Motion by Paxton, 2nd by Keyes, to approve the valuation listing as submitted by the Assessor, for the overvalued parcels of real estate in Holt County for 2022.  Voting Aye: Butterfield, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Butterfield, to acknowledge receipt of the list of exempt Cemetery Properties in Holt County. Voting Aye: Breiner, Paxton, Tielke, Treptow, Keyes, Butterfield and Frahm.  Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Paxton, to acknowledge receipt of the Assessor's 3 Year Plan of Assessment. Voting Aye: Paxton, Tielke, Treptow, Keyes, Butterfield, Breiner and Frahm. Voting Nay: None. Motion carried.

County Assessor Tim Wallinger requested that a series of documents setting forth the process used in determining the assessed valuation along with the property record card of each parcel being protested be made a part of the official record.

Said request was granted by the Chairman.

Motion by Tielke, 2nd by Paxton, after reviewing protests #1, 2, 3, 4, 6, 8, 10, 12, 14, 15, 17, 18, 19, 26 & 27 on file to accept the recommendation of the Assessor, which indicates no change at this time. Valuation falls within statutory range. Voting Aye: All. Voting Nay: None. Motion carried. 

Motion by Tielke, 2nd by Butterfield, reduce the house valuation due to the grade of the house is adjusted to reflect the lower quality house in O'Neill VI; McCaff, 2nd Add, Blk F; N 40' of Lots 16 & 17 from $33,274.00 to $29,502.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Breiner, to remove the concrete value from the 20x30 building and no change on the land value in Stuart Twp; SE ¼ 5-30-16 156.96 acres from $215,695.00 to $214,726.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Tielke, to change the condition rating of the house from below normal to poor which reduces the assessed value in O'Neill VI; Fahy's Park Add; Blk L; Lots 18-19-20 from $59,606.00 to $42,738.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Keyes, to change the condition rating of buildings from poor to very poor, the assessed value will be reduced in O'Neill VI; Hagg Add Blk A Lot 20 from $27,669.00 to $11,781.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Keyes, to change the condition rating from poor to very poor, the assessed value will be reduced in O'Neill VI; Haggerty Add Blk A S ½ Lot 8 & S ½ of W ½ of vacated Alley Adj from $11,992.00 to $6,679.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Tielke, to change some grass acres to shelterbelt, change some acres from grass value to sand value which reduces the assessed value in Grattan Twp; all Sec except 6.94 ac in NW ¼; 26-29-12 633.06 acres from $780,496.00 to $741,863.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Tielke, to change the condition rating of the house from very good to above normal the assessed value will be decreased in Atk VI; A V W Add Blk 1; Lot 11 except W 96' of N 93' & except E 91 ft of N 96'; E 23' of Lot 12 from $180,150.00 to $145,293.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Tielke, to change the age of the building to 1988 and reduce the building value in Sheridan Twp; tract S ½ NE ¼; tract N ½ SE ¼ 4-29-14 12.24 acres from $481,329.00 to $466,583.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Keyes, to reduce the grade of the house by one grade and reduce value in O'Neill VI; CC Est Blk 2 Lot 7 from $116,190.00 to $114,626.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Paxton, to change some acres from grass to shelterbelt and reduce the value in E ½ NE ¼ 6-25-11 80.74 acres from $74,433.00 to $69,505.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Keyes, to reduce the grade of the house, apply the economic factor for size and reduce the assessed value in O'Neill VI; Tara Hill 2nd Add Blk 9, N 135' Exc E 10' Lot 14; Pt Lot 15 from $372,906.00 to $297,790.00 based upon the Assessors recommendation. Motion by Butterfield, 2nd by Paxton, to change 4.25 acres from dry farmland to waste and reduce the assessed value in Dustin Twp; S ½ N ½ & N ½ S ½ 12-33-14 26.64 acres from $50,703.00 to $43,423.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Breiner, to reduce the size of the heated area in the outbuilding, change the condition rating of the house from normal to below normal and reduce assessed value in O'Neill VI; Hazelette Add; Blk 17; W ½ Lot2; All Lot 3; E ½ Lot 4 from $52,333.00 to $41,173.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Tielke, to apply an economic factor for being over improved the assessed value is reduced in O'Neill VI; Country Clover Est Subdiv; Blk A Lot 3 from $214,906.00 to $186,338.00 based upon the Assessors recommendation. Voting Aye: All. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Supervisor Frahm who was excused to assist at the  American Legion Junior Shooting Sports National Championships competition.  This meeting publicized pursuant to Section 84-1411 R.R.S. 1943.  Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on July 7, 2022, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:46 A.M. and informed the public of the location of the Open Meeting Poster.  

Motion by Butterfield, 2nd by Paxton, to approve the minutes of the June 30, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Frahm Motion carried.

The Treasurers' Report was presented and placed on file.

Motion by Breiner, 2nd by Paxton, to accept the Semi-Annual Treasurers report and place on file with the County Clerk. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Treptow and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Claims on file were reviewed.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Motion by Keyes, 2nd by Treptow, to approve the termination lease agreement with Applied Connective Technologies and Holt County for the use of the communications tower owned by Holt County in Atkinson as Applied Connective will be discontinuing wireless internet services in the Atkinson area on July 31, 2022. Voting Aye: Butterfield, Breiner, Paxton, Treptow, Keyes and Frahm. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Butterfield, 2nd by Paxton, to approve the renewal Interlocal Agreement with North Central Problem-Solving Court and Holt County. The term of this agreement is July 1, 2022, through June 30, 2025. Voting Aye: Breiner, Paxton, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Breiner, 2nd by Paxton, to approve Supervisor Breiner's recommendation to appoint Denise Pribil as the representative from Holt County to serve on the North Central District Health Department Board to replace Therese Sullivan. The Holt County Board of Supervisor's appreciate the many years Therese Sullivan served on the NCDHD Board. Voting Aye: Paxton, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Paxton, 2nd by Treptow, to approve the following claims except claim #22070111 for $1,347.50 to Mary Breiner & #22070129 for $76,200.00 to It's Werth the Time. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Keyes, 2nd by Paxton, to approve the government equipment rental purchase agreement through NMC with Caterpillar Financial Services Corporation and Holt County on a 2022, 289D3 Caterpillar Compact Track Loader for $7,925.00 for 12 month or 250 hours. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Treptow and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

The Board discussed a mail route extension request.

Motion by Butterfield, 2nd by Keyes, to approve the purchase of a 2022 950GC Caterpillar Wheel Loader for $270,000.00 for District #7. Voting Aye: Butterfield, Breiner, Paxton, Treptow, Keyes and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Road Superintendent Gary Connot presented his Department Activity Report and department budgets.
