The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on April 21, 2022, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Butterfield, to approve the minutes of the April 18, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:31 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Building Blocks for Community Enrichment on a 2013 Chevy Impala and 2019 Chevy Malibu; Bright Horizons on a 2016 Ford Escape; Valley Hope Association on a 2012 Ford Fusion; Avera St. Anthony's Hospital on a 2015 & 2016 Chevy Impalas; First United Methodist Church on a 2007 Freightliner. No one appeared to comment.

Motion by Tielke, 2nd by Butterfield, to approve the tax list corrections #22-012 as submitted by the Assessor. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Tielke, to adjourn from public hearing at 9:36 A.M. and return to regular session. Voting Aye: Butterfield, Breiner, Paxton, Tielke, Treptow, Keyes  and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on April 21, 2022, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Breiner, to approve the minutes of the April 18, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None.  Motion carried.

9:50 A.M. time was allowed for public comment. Larry Wewel was present to comment.

The Board reviewed claims on file.

Correspondence was reviewed.

The Board acknowledged receipt of the TIF annual reports from the cities of O'Neill and Atkinson.

County Attorney Brent Kelly was present to discuss the termination of the haul route agreement with TransCanada.

Motion by Butterfield, 2nd by Keyes, to authorize Doug Frahm as Acting Chairman to sign the Acknowledgement of Termination with TransCanada Keystone Pipeline, LP and Holt County on the haul road agreement signed on April 2020. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Treptow and Frahm. Voting Nay: None. Abstain: Tielke. Motion carried.

Holt County supports all County Fire Departments with the burning ban proposal.

UNL Extension Educator Amy Timmerman was present to ask the Board to appoint new Extension Board members for District #2 & #7.

Motion by Butterfield, 2nd by Breiner, to approve the appointment of Duane Vosler for District #2 to complete the term ending December 31, 2022, and Kelli Muesch for District #7 for a 3 year term ending December 31, 2024, to the Holt County Extension Board. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

The Board discussed a quote on Team Alert.  

The Board conducted the quarterly jail visit.

Motion by Tielke, 2nd by Breiner, to approve the Right of Way permits for Hamilton Communications for fiber optic cable in Sections 2,3,4,7,16,17,18,19,21,22,25,26,35 all in 25-15 and Sections 8,9,10,15,31,32 all in 25-16 and Sections 15,16,17,22,27,28,30,31,33,34 all in 25-14 and Section 33-26-15. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Keyes, to approve the Right of Way permits for Jim Maly for electrical cable for irrigation in Sections 12,13,24 a in 32-11 and Sections 7,18,19 all in 32-10. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke.  Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Paxton, to approve the proposals for fire alarm monitoring agreement and the fire alarm inspection agreement with Fire Protection Services, LLC.  Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Paxton, to approve the agreement for geotechnical investigation for the Road Department maintenance shop addition located in O'Neill, with Mid-State Engineering & Testing. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Road Superintendent Gary Connot presented his Department Activity Report.

Motion by Keyes, 2nd by Paxton, to allow the direct deposit payroll and other related claims. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.



General Fund Payroll Total: $210,394.71

Road Fund Payroll Total: $117,794.56
