The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on May 9, 2024, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Breiner, 2nd by Paxton, to approve the minutes of the April 30, 2024 meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Abstain: Treptow. Motion carried.

Motion by Paxton, 2nd by Neiman, to approve the tax list corrections #24-011 and #24-012 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

The Board reviewed the dates for the Board of Equalization property protest hearings.  

Motion by Paxton, 2nd by Tielke, the Board will hear protests on June 17, June 28 & July 16, 2024 and if needed July 19, 2024. Voting Aye: Neiman, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

Motion by Breiner, 2nd by Neiman, to approve the 2023 RE tax refund on parcel #450021540 due to TERC settlement. Voting Aye: Breiner, Paxton, Tielke, Treptow, Keyes, Neiman and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on May 9, 2024, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Neiman, to approve the minutes of the April 30, 2024, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Abstain: Treptow. Motion carried.

The Treasurer's Report was presented and placed on file.

The Board reviewed claims on file. 

9:50 A.M. time was allowed for public comment. Shelby Regan with Holt County Economic Development was present to speak during public comment.

Correspondence was reviewed.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Motion by Paxton, 2nd by Keyes, to void check #24040039 for $220.00 to Government Forms & Supplies due to overpayment. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

11:00 A.M. being the time advertised bids were opened and read for 2024 Highway Striping in Holt County. Bids were received from the following bidders:

• Contractor Services Inc., North Platte — $60,750.00 — $24,300.00 $85,050.00

• Straight Line Striping Inc., Grand Island — $84,487.50 — $33,795.00 $118,282.50

Time was allowed for the bids to be reviewed by Rasmy Robertson with Mainelli Wagner.

11:15 A.M. being the time advertised bids were opened and read for bridge superstructure replacement on 499 Avenue over the Cache Creek, Bridge #C004507505 – Project C45(566). Bids were received from the following bidders:

• North Construction, O'Neill $164,150.00

• Norfolk Contracting, Inc., Norfolk $159,836.00

Motion by Keyes, 2nd by Paxton, to accept the low bid from Norfolk Contracting, Inc. for the bridge superstructure replacement on 499 Avenue over the Cache Creek, Bridge #C004507505 – Project C45(566) as per bid specifications. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None.  Motion carried. 

Motion by Breiner, 2nd by Neiman, to approve the 2024 Master Service Agreement with Speece Lewis Engineers a Bowman Company. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Keyes, to accept the bid from Straight-Line Striping Inc. for 2024 Highway Striping in Holt County for a total of $118,282.50, as per bid specifications. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.
