The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on March 24, 2022, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Keyes, to approve the minutes of the March 16, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Abstain: Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:30 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Avera St. Anthony's Hospital on a 2012 Dodge Caravan; Bright Horizons on a 2005 Chevrolet Silverado; Good Samaritan Society – Atkinson on a 2012 Dodge Caravan; West Holt Medical Services on a 2010 Chrysler Van. No one appeared to comment.

Motion by Tielke, 2nd by Butterfield, to adjourn from public hearing at 9:32 A.M. and return to regular session. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Tielke, to adjourn from public hearing at 9:42 A.M. and return to regular session. Voting Aye: Breiner, Paxton, Tielke, Treptow, Keyes, Butterfield and Frahm. Voting Nay: None. Motion carried.

Motion by Tielke, 2nd by Paxton, to approve the Tax Exemption Application on Real and Personal Property for the O'Neill Area Chamber of Commerce. Voting Aye: Paxton, Tielke, Treptow, Keyes, Butterfield, Breiner and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on March 24, 2022, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:46 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Butterfield, 2nd by Paxton, to approve the minutes of the March 16, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Abstain: Frahm. Motion carried.

Correspondence was reviewed.

Claims on file were reviewed.

9:50 A.M. time was allowed for public comment. No one appeared to comment.  

Motion by Paxton, 2nd by Butterfield, to approve the zoning applications on file on a tract in the SW ¼ 12-29-14, 8.8 acres for Marlene K. Hytrek, MKH Farm & Ranch, LLC. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Emergency Manager Deb Hilker was present to update the Board on the communication tower in the Chambers area.

Motion by Paxton, 2nd by Breiner, to use the ARPA Funds to subsidize the counties share of the Chambers Communication Tower, this tower will be for emergency and public communication. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Keyes, to void check #22030173 to Sioux City Truck Sales for $325.31 due to duplicate payment. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Breiner, to appoint John Harvey as Road Foreman effective April 1, 2022, at $4,483.34 monthly and upon successful completion of 60 day probation will then receive full foreman salary.  Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried. 

11:00 A.M. being the time advertised bids were opened for a shop addition for the Holt County Road Department at the O'Neill site. Bids were as follows:

North Central Automation, Inc. — $206,309.00 - Estimated completion: December 2022

FCF Construction — $251,721.00 - Estimated completion: December 2022

Both bidders were present to answer questions from the Board.

Motion by Paxton, 2nd by Keyes, to accept the low bid from North Central Automation, Inc for $206,309.00 on the 50x60 3 bay addition to the O'Neill shop as per bid specs. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

PLAN-IN-HAND 

REPORT APPROVAL

Whereas: Holt County (County) and State entered into an LPA Program Agreement for State to assist County in the development and construction of an LPA Federal-aid transportation project; 

Whereas: A project Plan-in-hand (PIH) meeting was held at the project site [including attendance by a county representative] and a PIH report has been written;

Whereas: The LPA Program Agreement requires the County to review the PIH Report and either request modification or approve the report;

Whereas: County wishes to approve the PIH as written.

Be It Resolved by the Board of Supervisors of Holt County that: The Chairperson, [William Tielke), is hereby authorized to sign the attached PIH Report on behalf of County and submit the signed copy of the report to the State.

Voting Nay: None. Motion carried.

Road Superintendent continued with Department Activity Report.

Motion by Frahm, 2nd by Treptow, to allow the direct deposit payroll and other related claims. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.
