Holt County Board of Supervisors Proceedings (4-11-2024)

The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on March 21, 2024, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Keyes, to approve the minutes of the March 18, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:31 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Bright Horizons on a 2005 Chevrolet Silverado; Good Samaritan Society – Atkinson on a 2012 Dodge Caravan; West Holt Medical Services on a 2010 Chrysler Town & Country Van. No one appeared to comment.

Motion by Tielke, 2nd by Treptow, to adjourn from public hearing at 9:35 A.M. and return to regular session. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on March 21, 2024, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Paxton, to approve the minutes of the March 18, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Claims on file were reviewed.

9:50 A.M. time was allowed for public comment. No one appeared to comment.  

The Board acknowledged receipt of the 2023 Annual Report of Holt County's compliance with Nebraska Noxious Weed Control Act.

Motion by Paxton, 2nd by Keyes, to void check #23100090 to Powertech for $750.00 due to duplicate payment. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Sheriff Ben Matchett and Deputy Ed Nordby were present to discuss office space with the Board.

11:00 A.M. being the time advertised, bids were opened for gravel for 2024. Bids were as follows:

Gravel bids were reviewed.

Motion by Keyes, 2nd by Neiman, to accept all gravel bids from April 1, 2024, through March 31, 2025. The County reserves the right to reject any product that does not meet County specs and will not allow a fuel surcharge. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Time was allowed to discuss the possibility of relocating the District #6 Shop.

Motion by Paxton, 2nd by Neiman, to purchase 8 acres from the Village of Stuart for the future site of the District #6 County shop for $6,400.00 per acre. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Frahm. Voting Nay: None. Motion carried.

The Board discussed the purchase of a snow pusher.

The Board discussed the purchase of a new grader through the SourceWell bid.

Motion by Frahm, 2nd by Keyes, to purchase a new 2024 140-15AWD Caterpillar motorgrader from NMC CAT through the SourceWell contract for $437,000.00. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Road Superintendent Gary Connot presented his Department Activity Report.

Motion by Frahm, 2nd by Paxton, to allow the direct deposit payroll and other related claims. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None.  Motion carried.

General Fund Payroll Total: $235,458.47

Road Fund Payroll Total: $123,282.47
