County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Chairman Frahm convened the meeting at 9:31 A.M. with the flag salute. Motion by Paxton, 2nd by Keyes, to approve the minutes of the February 16, 2023, meeting as printed. Chairman Frahm convened a public hearing at 9:32 A.M. to receive public comment on the Motor Vehicle Tax Exemption Application on file for: Avera St. Anthony's Hospital on a 2004 Buick Park Avenue & a 2019 Dodge Caravan; Bright Horizons on a 1980 Utility Trailer; Building Blocks for Community Enrichment on a 2023 Nissan Altima; Sacred Heart Parish of Boyd County on a 2019 Jeep Compass; St. Patrick's Catholic Church on a 2001 Ford F150. Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster. The Board reviewed claims on file. Steve Melneck with Colonial Life Insurance was present to discuss a Medical Bridge policy and Short Term Disability options that are available with his company. Motion by Keyes, 2nd by Neiman, to approve $10,000.00 of Accidental Death & Dismemberment (AD&D) insurance for any employee in Holt County at no cost to the County or employees. Planning and Zoning Administrator Gene Kelly was present to report to the Board on the public hearing held on February 27, 2023, by the Holt County Planning & Zoning Board. The Holt County Planning & Zoning Board approved the addition of the Resolution Opposing Perpetual Land and Water Conservation Easements in Holt County to the Holt County Planning and Zoning regulations. Correspondence was reviewed. Motion by Keyes, 2nd by Breiner, to approve the zoning approvals on file for Eugene Soukup & Steven Soukup a tract located in NW ¼ 12-29-12 and for Marlene K. Hytrek a tract located in SW ¼ 12-29-14. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried. Culvert bids were received from the following company: B's Enterprises, Norfolk, NE The bidders were bidding on 19 different sizes of culverts. (See bid sheets) Culvert bids were reviewed. Motion by Paxton, 2nd by Frahm, to accept the 2023 culvert bid from B's Enterprises. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried. Bids were then opened for grader blades. Bids were as follows: • Midwest Service & Sales, Schuyler, NE — $96.44 • B's Enterprises, Inc. Norfolk, NE — $107.00 • NMC Cat, Norfolk, NE — $95.41 Bids were also received and opened for snowplow blades and carbide blades. Time was allowed for the representatives to represent their bid. Motion by Keyes, 2nd by Paxton, to accept the low bid of $95.41 for grader blades for 2023. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried. Motion by Frahm, 2nd by Breiner, to reject the bids on the snowplow blades and carbide blades due to not all bids met the bid specifications. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke.Voting Nay: None. Motion carried. The Board recessed for lunch at 11:41 A.M. Chairman Tielke reconvened the meeting at 1:15 P.M. with all members present. The Board conducted a phone conference with Zelle Human Resources to receive an update on applications for the grading foreman position. Motion by Frahm, 2nd by Paxton, to set bid date for 2023 gravel on March 31, 2023 at 11:30 A.M. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke.Voting Nay: None. Motion carried. Motion by Treptow, 2nd by Breiner, to approve the Right of Way permits for Viaero Fiber Networks LLC for fiber optic cable in Sections 25, 27, 34, 35 & 36-29-11 & Sections 25, 26, 27, 28, 29, 30, 35 & 36-29-10 & Sections 1, 12 & 13-28-10. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried. Road Superintendent Gary Connot presented his Department Activity Report.
