The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on December 7, 2023, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 9:31 A.M. with the flag salute and informed the public of the location of the Open Meeting Poster. Motion by Neiman, 2nd by Paxton, to approve the minutes of the November 30, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke, and Frahm. Voting Nay: None. Motion carried.

Motion by Tielke, 2nd by Keyes, to approve the tax list corrections #23-025 and #23-029 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on December 7, 2023, in the Atkinson Graphic.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Keyes, to approve the minutes of the November 30, 2023 & December 6, 2023, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None.  Abstain: Treptow. Motion carried.

The Courthouse Custodian presented a quote from FCF Construction for concrete replacement at the Courthouse. This quote is to replace the damaged sidewalk sections, replace concrete retaining wall on the northeast corner and replace damaged ramp and paving at the end of the northeast ramp for a total of $18,144.00.

The Board approved the addition to the agenda: concrete quote from FCF Construction.

Motion by Paxton, 2nd by Frahm, to accept the quote from FCF Construction for all 3 concrete replacements at the Courthouse for a total of $18,144.00. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

The Treasurer's Report was presented and placed on file.

Correspondence was reviewed.

The Board reviewed claims on file.

Motion by Paxton, 2nd by Neiman, to appoint Darrel Smith to represent Holt County on the Northeast Nebraska Area Agency on Aging Advisory Board for a 3 year term. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Breiner, to approve the surety bond for James W. Kohle, Stuart Township Treasurer. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Treptow, to approve the Holt County North Central Problem Solving Court checking account to a Business Checking Account. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Motin by Frahm, 2nd by Breiner, to approve the quote from Breiner Welding & Fabrication for additional security measures for the jail. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

10:15 A.M. being the time advertised Chairman Tielke convened a public hearing to receive public comment and response to the proposed addition of guidelines pertaining to the construction and operation of solar energy conversion system to the Holt County Zoning Regulations as submitted by the Holt County Planning and Zoning Board. 6 people were present.

At 10:55 A.M. Motion by Paxton, 2nd by Keyes, to adjourn from public hearing on the proposed addition of solar energy conversion system to the Holt County Zoning Regulations and return to regular session. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried. 

Chairman Tielke asked Planning & Zoning Administrator Marv Fritz to get clarification from Keith Marvin Planning on Section 8.12.06 H I a & b and report back to the Board.

Steve Melnick with Colonial Insurance presented an Employee Disability Coverage policy to the Board. The Board will allow Steve Melnick with Colonial Insurance to present this coverage to each employee to participate at the employee's expense.

John Christiansen with NMC CAT presented a skid steer lease renewal to the Board.  

Motion by Paxton, 2nd by Breiner, to approve a skid steer lease renewal on a 299 D3 XE for 250 hours or 12 months for $10,800.00 through NMC CAT, Norfolk, NE. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Road Superintendent Gary Connot presented his Department Activity Report.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Motion by Frahm, 2nd by Neiman, to approve the following claims. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None.  Motion carried.

RESOLUTION #2023-17

OF THE

HOLT COUNTY 

BOARD OF SUPERVISORS

            WHEREAS, pursuant to Section 23-1114 of the Revised Statutes of the State of Nebraska, the Holt County Board of Supervisors are required to determine and set the salaries of the various elected officials of the County prior to January 15th of the year in which a General Election will be held for the respective offices.

NOW THEREFORE BE IT RESOLVED by the Holt County Board of Supervisors that the annual salary for County Supervisors shall be Twenty-three thousand four hundred dollars ($23,400.00) for the calendar year 2025.  That for calendar year 2026 a $1,200.00 cost of living increase shall be added to the previous year's salary so the total amount for the calendar year for 2026 shall be Twenty-four thousand six hundred dollars ($24,600.00).

Further, the annual salary for the Chairman of the Board of County Supervisors shall be Twenty-four thousand dollars ($24,000.00) for the calendar year 2025 and Twenty-five thousand two hundred dollars ($25,200.00) for calendar year 2026.

BE IT FURTHER RESOLVED that in addition to the above salary each of the County Supervisors shall receive during their term of office an insurance program, said program to be the same as that provided all County employees.

BE IT FURTHERED RESOLVED, that in addition to the above stated salary, the elected official shall receive during his or her term of office at county expense opt-out provisions (aka “cash in lieu of” provisions) if an employee opts out of the health and medical plan, the same as offered to all county employees. This option will be available as permitted by Federal and State statutes and rules and regulations of agencies, including those promulgated and adopted by the U.S. Department of Treasury, the U.S. Internal Revenue Service (IRS), the Center for Medicare & Medicaid Services (CMS) and the U.S. Department of Health and Human Services (HHS).  Pursuant to the “cash in lieu of” program adopted by the county board and as allowed by State and Federal law and rules and regulations, an elected county official shall receive “cash in lieu” of health insurance the same as offered to all county employees.



The foregoing resolution was introduced by Supervisor Keyes, who moved its adoption. Supervisor Frahm seconded the motion. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Neiman, to increase the Cash in Lieu stipend to $450.00 for single coverage and $900.00 for family coverage. This allows full time employees the option to choose the Cash in Lieu Plan to opt out or decline Holt County medical coverage due to other group coverage available to them. This increase will be effective in January 2024. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

The Board recessed for lunch at 11:52 A.M.

Chairman Tielke reconvened the meeting at 1:35 A.M. with all members present.

Chairman Tielke adjourned the meeting at 2:19 P.M. until December 29, 2023, at 9:45 A.M.
