The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on November 23, 2023, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Neiman, to approve the minutes of the November 16, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:32 A.M. to receive public comment on the Motor Vehicle Tax Exemption Application on file for: Building Blocks for Community Enrichment on a 2018 Chevrolet Malibu; St. Joseph's Catholic Church on a 2019 Jeep Cherokee. No one appeared to comment.

Motion by Paxton, 2nd by Tielke, to approve the tax list corrections #23-023 through #23-024 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Breiner, to adjourn from public hearing at 9:33 A.M. and return to regular session. Voting Aye: Neiman, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on November 23, 2023, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:47 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Paxton, 2nd by Frahm, to approve the minutes of the November 16, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Board reviewed claims on file.

9:50 A.M. being the time advertised time was allowed for public comment. No one appeared to comment.

UNL Extension Educator Amy Timmerman was present to discuss the Interlocal Agreement with Holt & UNL and the Interlocal Agreement with Holt & Boyd Counties for 4-H Assistant position.

Motion by Paxton, 2nd by Keyes, to accept the Interlocal Agreement for the Provision of Cooperative Extension Services between Holt County and the Board of Regents of the University of Nebraska. The Interlocal Agreement is on file in the County Clerk's Office. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Neiman, to accept the Interlocal Agreement for the Provision of Cooperative Extension Services for Holt County and Boyd County between the Board of Regents of the University of Nebraska. The Interlocal Agreement is on file in the County Clerk's Office. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Breiner, to convene in Executive Session at 10:17 A.M. to discuss a Real Estate purchase agreement. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

The Board members, County Clerk and County Attorney were present in closed session.

At 10:38 A.M., Motion by Keyes, 2nd by Neiman, to adjourn from Executive Session and reconvene in Open Session. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Chairman Tielke stated that the only item discussed in closed session was to consider a Real Estate purchase agreement.

Motion by Frahm, 2nd by Keyes, to set a special meeting for December 6, 2023, at 4:30 P.M. to consider a Real Estate purchase agreement between Holt County and O'Neill Public School District #7.  Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Correspondence was reviewed.   

Motion by Frahm, 2nd by Breiner, to approve the following claims. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Road Fund Payroll Total: $117,704.43

Law Enforcement Fund Claim Total: $3,277.36

Motion by Keyes, 2nd by Breiner, to include the Summerland Advocate as another legal newspaper within Holt County and to include the Summerland Advocate in the rotation of legal advertising. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Keyes, to designate the Holt County Independent as the legal newspaper with KBRX as the alternate in case of an emergency and the Holt County website www.co.holtne.us as another method of notice of meetings. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Neiman, to approve the County Board Meeting Schedule for 2024 as presented. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Frahm, to accept the Holt County Audit Report for July 1, 2022, through June 30, 2023, as prepared by the Nebraska State Auditors. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Time was allowed to discuss County Government Day.

Motion by Neiman, 2nd by Breiner, to approve the Right of Way permit for Jim Knust for electrical cable in the NE ¼ 12-30-15 for irrigation. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.

Chairman Tielke adjourned the meeting at 11:29 A.M. until December 6, 2023, at 4:30 P.M.
