The Holt County Board of Supervisors met as a Board of Equalization with all members present except Treptow. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on September 21, 2023, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Neiman, 2nd by Paxton, to approve the minutes of the September 16, 2023, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Absent: Treptow. Motion carried.

Chairman Frahm convened a public hearing at 9:31 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Avera St. Anthony's Hospital on a 2014 Chevy Impala and 2004 Ford Super Duty 250; Building Blocks for Community Enrichment on a 2015 Town & Country Van & 2019 Altima; St. Mary's Catholic School on a 2001 Blue Bird Bus; St. Patrick's Catholic Church on a 2001 GMC Cutaway & 2008 Blue Bird Bus. No one appeared to comment.

Motion by Paxton, 2nd by Keyes, to approve the tax list correction #23-019 as submitted by the Assessor. Voting Aye: Neiman, Breiner, Paxton, Tielke, Keyes and Frahm. Voting Nay: None. Absent: Treptow. Motion carried.

Time was allowed to discuss conservation easements, perpetual easements and WRP easements.

Motion by Paxton, 2nd by Tielke, to adjourn from public hearing at 9:42 A.M. and return to regular session. Voting Aye: Breiner, Paxton, Tielke, Keyes, Neiman and Frahm. Voting Nay: None. Absent: Treptow. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Treptow. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on September 21, 2023, in the Atkinson Graphic.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Breiner, 2nd by Neiman, to approve the minutes of the September 16, 2023, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

Correspondence was reviewed.

RESOLUTION #2023-12

OF THE

HOLT COUNTY BOARD 

OF SUPERVISORS

WHEREAS, Nebraska Revised Statute 77-1632 and 77-1633 provide that the Governing Body of the County of Holt passes by a majority vote a resolution setting the tax request; and

WHEREAS, a special public hearing was held as required by law to hear consider comments concerning the property tax request; and

NOW, THEREFORE, the Governing Body of the County of Holt, by a majority vote, resolves that;

1. The 2023-2024 property tax request be set at General Fund $9,750,000.00 and Bond Fund $1,182,317.50.

2. The total assessed value of property differs from last year's total assessed value by 6 percent.

3. The tax rate which would levy the same amount of property taxes as last year, when multiplied by the new total assessed value of property would be 0.317678 per $100 of assessed value.

4. Holt County proposes to adopt a property tax request that will cause its tax rate to be 0.354890 per $100 of assessed value.

5. Based on the proposed property tax request and changes in other revenue, the total operating budget of Holt County will increase last year's budget by 8 percent.

6. A copy of this resolution be certified and forwarded to the State Auditor on or before October 20, 2023.



The foregoing resolution was introduced by Supervisor Keyes, who moved its adoption. Supervisor Frahm seconded the motion. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

Motion by Keyes, 2nd by Neiman, to approve the zoning application on file for a tract in the W ½ SW ¼ 33-25-9 for Barbara Bartak. Voting Aye: Neiman, Breiner, Paxton, Frahm, Keyes and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

9:50 A.M. being the time allowed for Public Comment, those speaking were Robert Randall and Grace Coleman.

Chief Deputy Sheriff Ed Nordby was present to discuss purchasing a pickup for the Sheriff's Department through the state bid process.

Motion by Paxton, 2nd by Breiner, to purchase a new 2023 or current production year Ford ½ Ton Crew Cab 4x4 SSV Police Utility Vehicle for $46,889.00 from Anderson Ford, through the state bid process and use $30,000.00 from the County ARPA Funds.  Voting Aye: Breiner, Paxton, Frahm, Keyes, Neiman, and Tielke. Voting Nay: None. Absent: Treptow.Motion carried. 



RESOLUTION #2023-13- Highway 20 Interlocal Agreement - Cooperating Agencies wish to provide for personnel backup and such other assistance as any of the parties may require in time of emergency or other time of need.



The foregoing Resolution was introduced by Supervisor Breiner who moved its adoption. Supervisor Neiman seconded the motion. Voting Aye: Paxton, Frahm, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Absent: Treptow. Moton carried. The complete resolution will be printed in the official minutes.

Steve Melnick with Colonial Insurance presented a quote for group disability for Holt County employees.

Joe Pongratz was present to discuss fence repair that was damaged from the winter snow.

Marv Fritz, Planning and Zoning Administrator was present to discuss the upcoming P&Z Meeting and upcoming conference.

Motion by Frahm, 2nd by Neiman, to consign surplus materials and equipment with local consignment auctions. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Motion by Neiman, 2nd by Paxton, to approve the Right of Way application for James Kubart for livestock waterline in SE ¼ 14-29-15 & SW ¼ 13-29-15. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.

Motion by Frahm, 2nd by Keyes, to allow the direct deposit payroll and other related claims. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.
