The Holt County Board of Supervisors met as a Board of Equalization with all members present except Treptow. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on September 19, 2024, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Tielke, to approve the minutes of the September 16, 2024, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None.  Absent: Treptow. Motion carried.

Motion by Paxton, 2nd by Neiman, to approve the tax list correction #24-016 through #24-017 as submitted by the Assessor. Voting Aye: Neiman, Breiner, Paxton, Tielke, Keyes and Frahm.  Voting Nay: None.  Absent: Treptow. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Treptow. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on September 19, 2024, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Paxton, to approve the minutes of the September 16, 2024, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None.  Absent: Treptow.  Motion carried.

Motion by Paxton, 2nd by Neiman, to approve a surety bond for Jay Seger, Pleasant View Township. Voting Aye: Neiman, Breiner, Paxton, Frahm, Keyes and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

Motion by Breiner, 2nd by Paxton, to void checks #24090122 to Wm. Krotter Co. for $145.06 due to duplicate payment and #24090211 to Truck Equipment Service Company for $932.74 due to incorrect invoice billed. Voting Aye: Breiner, Paxton, Frahm, Keyes, Neiman and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

Correspondence was reviewed.

The Board reviewed claims on file.

9:50 A.M. being the time advertised time was allowed for public comment. Steve Boshart was present to speak.

Chief Deputy Sheriff Ed Nordby was present to discuss purchasing a pickup for the Sheriff's Department through the state bid process.

Motion by Breiner, 2nd by Keyes, to purchase a new 2024 Ford F150 Super Cab 4x4 SSV Police Utility Vehicle for $49,446.00 from Anderson Ford, through the state bid process.  Voting Aye: Paxton, Frahm, Keyes, Neiman, Breiner and Tielke. Voting Nay: None.  Absent: Treptow. Motion carried. 

Marv Fritz, Planning and Zoning Administrator was present to update the Board on the Conditional Use Permit application for the Commercial Solar Conversion development in Knox and Holt County.

Motion by Frahm, 2nd by Paxton, to accept the Holt County Audit Report for July 1, 2023, through June 30, 2024, as prepared by the Nebraska State Auditors. Voting Aye: Frahm, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Treptow. Motion carried. 

Motion by Frahm, 2nd by Paxton, to allow the direct deposit payroll and other related claims. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None.  Absent: Treptow. Motion carried.

Contract Law Fund Total: $3797.91

The Board discussed the Administrative Building updates and the mechanical room in the Courthouse.

11:00 A.M. being the time advertised bids were opened for the Concrete Box Culvert Project No C45(569).  Bids were as follows:

• A&R Construction, Plainview, NE - $310,023.53    

• KEA Constructors, Milford, NE - $402,257.00    

• Vogtscapes, Bennet, NE - $424,595.50

Time was allowed for the engineer to review the bids.

Motion by Neiman, 2nd by Paxton, to approve the Right of Way permit for Mark Rossman for electrical cable for irrigation in Sections 22 & 23-31-14. Voting Aye: Neiman, Breiner, Paxton, Frahm, Keyes and Tielke. Voting Nay: None. Absent: Treptow. Motion carried. 

Motion by Frahm, 2nd by Neiman, to accept the low bid from A&R Construction on the Concrete Box Culvert Project No C45(569) as per bid specifications. Voting Aye: Breiner, Paxton, Frahm, Keyes, Neiman and Tielke. Voting Nay: None.  Absent: Treptow. Motion carried.

Bids were received from Murphy Tractor on a JD 772G Motorgrader w/6WD with snow wing off the state bid for $487,500.00, which includes a $63,221.00 service agreement.

Bids were received from NMC CAT on a 140-15AWD Caterpillar with snow wing off the Sourcewell quote for $432,900.00  which includes a $17,500.00 parts credit.

Motion by Neiman, 2nd by Breiner, to purchase a motorgrader from Murphy Tractor on a JD 772G Motorgrader w/6WD with snow wing off the state bid for $487,500.00, which includes a $63,221.00 service agreement and purchase a motorgrader from NMC CAT on a 140-15AWD Caterpillar with snow wing off the Sourcewell quote for $432,900.00  which includes a $17,500.00 parts credit. Voting Aye: Paxton, Frahm, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Absent: Treptow. Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.

Chairman Tielke recessed the meeting at 12:16 P.M. for lunch.

Chairman Tielke adjourned the meeting at 1:34 P.M. until October 16, 2024, at 9:45 A.M.
