The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on January 4, 2024, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute and informed the public of the location of the Open Meeting Poster.

Motion by Paxton, 2nd by Tielke, to approve the minutes of the December 29, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Treptow, to approve the tax list correction #24-001 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Neiman, to direct the County Attorney to contact the appellant in TERC case number 23C 0120 and offer to reduce the 2023 assessed value on parcel 450021540 from $12,392,192 to $9,397,588.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on January 4, 2024, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:45 A.M. 

Motion by Frahm, 2nd by Paxton, to approve the minutes of the January 4, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Treasurer's Report was presented and placed on file.

Motion by Paxton, 2nd by Frahm, to acknowledge receipt of the Treasurer's Semi-Annual Statement and place on file with the County Clerk. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Claims were reviewed.

Correspondence was reviewed.

Motion by Keyes, 2nd by Breiner, to void checks: #21110472 for $30.00 & #23050209 for $60.00 to The Wrangler; #21110362 for $12.32 to Dan Pribil and #23020046 for $456.94 to J&L Collision. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Weed Superintendent Bill Babutzke presented his quarterly report.

Custodian Rick Slaymaker updated the Board on building and grounds maintenance.

Sheriff Ben Matchett and Deputy Ed Nordby presented the merit pay schedule for Sheriff Deputies for 2024.

Jason Aschoff with A&R Construction was present to discuss the Honey Creek project.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Motion by Keyes, 2nd by Neiman, to set a public hearing date for February 16, 2024, at 11:15 A.M. for the Annual 2024 One & Six Year Road Improvement Program Hearing in the Holt County Board of Supervisors meeting room. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.



Resolution 2024-#02 To approve Local Disaster Declaration for Holt County due to a major snowstorm/blizzard winter weather event January 12 through January 14, 2024. The foregoing resolution was introduced by Supervisor Paxton, who moved its adoption. Supervisor Neiman seconded the motion. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. The complete declaration will be printed in the official minutes.



Motion by Keyes, 2nd by Neiman, due to the emergency situation to authorize the Road Superintendent to proceed to look into the potential purchase of a snowblower through the Source well contract. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.
