The Holt County Board of Supervisors met as a Board of Equalizations with all members present except Treptow and Frahm. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on August 24, 2023, in the Atkinson Graphic.

Acting Chairman Tielke convened the meeting at 9:01 A.M. with the flag salute.

Motion by Paxton, 2nd by Breiner, to approve the minutes of the August 16, 2023, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Treptow and Frahm. Motion carried.

Acting Chairman Tielke convened a public hearing at 9:02 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications submitted by: Building Blocks for Community Enrichment on a 2018 Chevrolet Malibu and St. Patrick's Catholic Church on a 2009 Motorcoach & 2019 Jeep Compass Latitude. No one appeared to comment.

Motion by Paxton, 2nd by Keyes, to approve the tax list correction #23-017 as submitted by the Assessor. Voting Aye: Neiman, Breiner, Paxton, Keyes and Tielke. Voting Nay: None. Absent: Treptow and Frahm. Motion carried.

The Board discussed levy authority for fiscal year 2023/2024 for the political subdivisions.

Motion by Paxton, 2nd by Neiman, to share levy authority of $.05 with the townships, $.05 with the fire districts and $.01 with the Holt County Agriculture Society for 2023/2024. Voting Aye: Breiner, Paxton, Keyes, Neiman and Tielke. Voting Nay: None. Absent: Treptow and Frahm. Motion carried.

Motion by Neiman, 2nd by Breiner, to adjourn from public hearing at 9:07 A.M. and return to regular session. Voting Aye: Paxton, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Absent: Treptow and Frahm. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Treptow and Frahm. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on August 24, 2023, in the Atkinson Graphic.

Chairman Tielke convened the meeting at 9:16 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Keyes, 2nd by Neiman, to approve the minutes of the August 16, 2023, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Treptow and Frahm. Motion carried.

Correspondence was reviewed.

The Board reviewed claims on file.

The Board accepts, with regret, the resignation of Roy Swenson as the Holt County Planning & Zoning Administrator and will advertise for the position.

9:20 A.M. being the time advertised, time was allowed for public comment. No one appeared for comment.

Motion by Paxton, 2nd by Keyes, to acknowledge receipt of a Conservation Easement Application from Randall & Tara North and to forward the easement application to the Holt County Planning & Zoning Board. Voting Aye: Neiman, Breiner, Paxton, Keyes and Tielke. Voting Nay: None. Absent: Treptow and Frahm. Motion carried.

Motion by Paxton, 2nd by Breiner, to allow the direct deposit payroll and other related claims. Voting Aye: Breiner, Paxton, Keyes, Neiman and Tielke. Voting Nay: None. Absent: Treptow and Frahm. Motion carried.

General Fund Payroll Total:  $224,884.50

Road Fund Payroll Total:  $142,918.04

Law Enforcement Fund Claim Total:  $3,298.07

Motion by Keyes, 2nd by Paxton, to approve the surety bond on file for Benjamin Blackmore, Shamrock Township Treasurer. Voting Aye: Paxton, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Absent: Treptow and Frahm. Motion carried.

Motion by Keyes, 2nd by Neiman, to approve the zoning applications on file for irregular tracts in NW ¼ 23-29-12 for Diane Balderson, Marjorie Sperling and Darleen Linden and an irregular tract in SE ¼ 2-25-9 for the Estate of Robert A. Daniels. Voting Aye: Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Treptow and Frahm. Motion carried.

Reviewed the 2023 annual inventories of County property.

Supervisor Treptow arrived at 10:06 A.M.

Road Superintendent Gary Connot presented his Department Activity Report.

Motion by Paxton, 2nd by Neiman, to accept the 2023 annual inventories of County property as filed by the County Officials and Department Heads. Voting Aye: Neiman, Breiner, Paxton, Treptow, Keyes and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Chairman Tielke adjourned the meeting at 11:30 A.M. to convene the Budget Hearing for the 2023/2024 Budget Hearing.

Chairman Tielke convened the budget hearing at 11:31 A.M. to hear public comment on the proposed budget for Holt County for 2023/2024. One person was present for the budget hearing.

The 2023/2024 Budget documents were presented. The Board discussed budget shortfalls with the proposed budget.

Chairman Tielke adjourned the budget hearing at 12:38 P.M. The Board of Supervisors will reconvene on September 18, 2023, at 9:30 A.M.
