The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on August 3, 2023, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 9:00 A.M. with the flag salute.

Motion by Breiner, 2nd by Paxton, to approve the minutes of the July 31, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:00 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications submitted by: Avera St. Anthony's Hospital on a 2009 Ford F250 and a 2014 Chevrolet Express Van and Good Samaritan Society – Atkinson on a 2003 4 wheel trailer. No one appeared to comment.

Motion by Paxton, 2nd by Neiman, to approve the tax list correction #23-016 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Tielke, to adjourn from public hearing at 9:03 A.M. and return to regular session. Voting Aye: Neiman, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm.Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on August 3, 2023, in the Atkinson Graphic.

Chairman Tielke convened the meeting at 9:15 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Paxton, to approve the minutes of the July 31, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Treasurer's report was presented and placed on file.  

The Board reviewed claims on file.

Motion by Frahm, 2nd by Paxton, to acknowledge receipt of the Distress Warrant Report presented by County Treasurer Shelly Ross verifying the Sheriff's final collection report and place report on file with the County Clerk. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Keyes, pursuant to Nebraska State Statute #77-1738 the Holt County Treasurer presented a list of Personal Property Taxes to the Board asking for approval to strike parcel #10002004 & #19001832. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Holt County Treasurer Shelly Ross explained a new service to taxpayers where County offices would be able to text out notices and information to taxpayers with a new service called TextMyGov.

Motion by Frahm, 2nd by Neiman, to subscribe to TextMyGov for an initial term of 3 years with the first year cost of $7,500.00 and the 2nd & 3rd year cost of $5,000.00 for 100,000 text messages per year with an option to purchase additional text messages. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Neiman, to approve the quote from Timmerman Painting for $2090.00 to paint the Assessor's office. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke.Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Breiner, to approve the quote from Applied Connective Technologies for $7,680.00 to update the network equipment in the courthouse that will serve the courthouse, road department and annex. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

John Robert Smith with CASA of North Central Nebraska was present to request funding from Holt County for funding for the current fiscal year. CASA stands for Court Appointed Special Advocates; these volunteers represent abused and neglected children involved in the court system.

Motion by Keyes, 2nd by Paxton, to provide a total funding of $10,000.00 to CASA of Northcentral Nebraska to train and support community volunteers to provide court-based advocacy for abused and neglected children involved in the court system and to provide Holt County with an annual progress report and expenditure report. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Correspondence was reviewed.

Motion by Paxton, 2nd by Keyes, to acknowledge the notice from the Nebraska Commission on Law Enforcement that Holt County Jail is in full compliance. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

The Board acknowledged receipt of the preliminary levy allocation requests from the political subdivisions. 

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Time was allowed to review the budget.



RESOLUTION #2023-08

OF THE 

HOLT COUNTY BOARD OF SUPERVISORS

SIGNING OF THE COUNTY ANNUAL CERTIFICATION OF PROGRAM 

COMPLIANCE 2023

Whereas: State of Nebraska Statutes, sections 39-2115, 39-2119, 39-2120, 39-2121 and 39-2510(2), requires an annual certification of program compliance to the Nebraska Board of Public Roads Classification and Standards; and

Whereas: State of Nebraska Statute, section 39-2120 also requires that the annual certification of program compliance by each county shall be signed by the County Board Chairperson and shall include the resolution of the governing body of the county authorizing the signing of the certification.

Be it resolved that the County Board Chairperson of Holt County is hereby authorized to sign the County Annual Certification of Program Compliance.



The foregoing resolution was introduced by Supervisor Paxton, who moved its adoption. The motion was seconded by Supervisor Neiman. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.

11:00 A.M. being the time advertised bids were opened and read for Projects C004519005 C45(552) Superstructure Replacement & C004516510 C45(547) Bridge Replacement. Bids were as follows:

John Christensen and Eddie Bomar with NMC CAT presented a skid steer lease for a 2023 289D3.

Motion by Paxton, 2nd by Breiner, to approve the lease with NMC CAT, Norfolk NE for a 2023 289D3 for $8,500.00 for 250 hours. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

The Board reviewed the traffic study the Road Department conducted on 874 Road & 488 Avenue. No action was taken.

Jeff Wagner with Mainelli Wagner Engineering was present to discuss the Honey Creek Project with the Board.

Motion by Keyes, 2nd by Paxton, to hold the 2023/2024 Budget Hearing for Holt County at 11:30 A.M. on August 31, 2023, at the conclusion of the regular Board of Supervisors meeting. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Frahm, to submit for public hearing on September 18, 2023, at 11:30 A.M. the final tax request at a different amount than the prior year tax request and adopt the proposed 2023/2024 County Budget. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Chairman Tielke adjourned the meeting at 12:09 P.M. until August 31, 2023, at 9:15 A.M.
