The Holt County Board of Supervisors met as a Board of Equalization with all members present. Deputy County Assessor Montana DeVries, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on July 20, 2023, in the Atkinson Graphic. 

Chairman Frahm convened the meeting at 9:00 A.M. with the flag salute.

Motion by Paxton, 2nd by Neiman, to approve the minutes of the July 17, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke  and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:01 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Building Blocks for Community Enrichment on a 2012 & 2014 Impala, 2017 Malibu & a 2022 Altima; St. Patrick's Catholic Church on a 2014 Chevrolet Suburban; Valley Hope on a 1997 Ford F150 and a 2019 Acura. No one appeared to comment.

Motion by Paxton, 2nd by Breiner, to approve the tax list corrections #23-015 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm.  Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Neiman, to adjourn the public hearing at 9:04 A.M. and return to regular session.  Voting Aye: Neiman, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm.  Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on July 20, 2023, in the Atkinson Graphic. 

Chairman Tielke convened the meeting at 9:15 A.M. and informed the public of the location of the Open Meeting Poster.  

Motion by Neiman, 2nd by Paxton, to approve the minutes of the July 17, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

9:20 A.M. being the time advertised time was allowed for public comment. No one appeared to comment.

Claims on file were reviewed.

Motion by Frahm, 2nd by Breiner, to approve the surety bonds on file for: Marcia Engelhaupt, Secretary/Treasurer Spencer Rural Fire District; Allen Spangler, Shields Township Treasurer; Robert Young II, Shields Township Cerk and Ronald Bennets, Rock Falls Township Clerk. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Neiman, 2nd by Keyes, to approve the zoning application on a tract in NE ¼ 14-29-15 for James & Pamela Kubart. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Treptow, to void check #23060056 for $18.50 to Holt County Sheriff miscellaneous account due to duplicate payment. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Frahm, to approve the Transfer Authorization Form which gives the County Clerk authority to transfer funds from the General Fund to the Road Fund, said funds have no tax dollars levied therefore periodic transfers need to be made from General Fund into this fund, and to approve transfers from the Inheritance Fund to the General Fund, between the dates of July 1, 2023, to June 30, 2024. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Breiner, to allow the direct deposit payroll and other claims. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

The Board reviewed the budgets on file. 

Amy Timmerman UNL Extension Educator was present to discuss the extension department budget with the Board.

Veterans Service Officer Ken Stenka presented his Department Quarterly and Annual reports.

Diana Steskal was present to receive her answer to her question on “Point of Order” during the meeting on June 30, 2023.  The Board provided her information received from the NACO legal counsel.

LaDonna Werth UNL Extension Educator updated the Board on the Early Childhood Extension Program. 

Ken Huston, Jr. was present to discuss transporting waste in Holt County.

Gary Connot Road Superintendent reviewed his budget proposals with the Board.

11:00 A. M. being the time advertised bids were opened for Holt County Guardrail Repair. Bids were as follows:

• Midwest Fence – Guardrail Systems, Inc., Ralston, NE $53,635.00

• Garcia-Chicoine Enterprises, Inc., Milford, NE $77,545.25

Time was allowed for Tim Farmer Speece Lewis representative to review the bids.

Motion by Frahm, 2nd by Paxton, to accept the recommendation from Speece Lewis to accept the low bid from Midwest Fence – Guardrail Systems, Inc., Ralston, NE for $53,635.00 for the Holt County Guardrail Repair project. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Tim Farmer with Speece Lewis presented a proposal to conduct a sign study on 874 Road & 488 Avenue intersection for $2,300.00. The Road Department will collect traffic data and report back when completed.

Jake Ryba with Murphy Tractor gave an equipment presentation to the Board on leases and new purchases.

Road Superintendent Gary Connot presented his Department Activity Report.

The Board recessed for lunch at 12:09 P.M.

Chairman Tielke reconvened the meeting at 1:16 P.M.

Boyd Holt E911 Board Members, E911 legal counsel Jim Gotschall and 10 concerned citizens were present for a discussion on the Boyd Holt E911 Board.

Motion by Keyes, 2nd by Breiner, to acknowledge receipt of the Distress Warrant Report presented by Sheriff Ben Matchett and file with the County Clerk. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried. 

Sheriff Ben Matchett was present to discuss the holding cell door.

The Board conducted the quarterly jail visit.

Chairman Tielke adjourned the meeting at 3:16 P.M. until August 16, 2023, at 9:15 A.M.
