The Holt County Board of Supervisors met as a Board of Equalization with all members present.  Deputy County Assessor Montana DeVries, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance.  This meeting publicized pursuant to Section 84-1411 R.R.S. 1943.  Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on July 18, 2024, in the Holt County Independent. 

Chairman Frahm convened the meeting at 9:00 A.M. with the flag salute.

Motion by Paxton, 2nd by Tielke, to approve the minutes of the July 17, 2024, meeting as printed.  Voting Aye: Treptow, Keyes, Breiner, Paxton and Tielke. Abstain: Neiman and Frahm.  Voting Nay: None.    Motion carried.

Chairman Frahm convened a public hearing at 9:01 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Avera St. Anthony's Hospital on a 2009 Ford F250, 2014 Chevrolet Express Van; Building Blocks for Community Enrichment on a 2012 Impala, 2017 Malibu & a 2022 Altima; St. Patrick's Catholic Church on a 2014 Chevrolet Suburban; Valley Hope on a 1997 Ford F150 and a 2019 Acura.  No one appeared to comment.

Motion by Paxton, 2nd by Breiner, to adjourn from public hearing at 9:06 A.M. and return to regular session.  Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow,  and Frahm.  Voting Nay: None.  Motion carried.

July 31, 2024

O'Neill, Nebraska

The Holt County Board of Supervisors met in regular session as per adjournment with all members present.  This meeting publicized pursuant to Section 84-1411 R.R.S. 1943.  Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on July 18, 2024, in the Holt County Independent. 

Chairman Tielke convened the meeting at 9:19 A.M. and informed the public of the location of the Open Meeting Poster.  

Motion by Paxton, 2nd by Neiman, to approve the minutes of the July 17, 2024, meeting as printed.  Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke.  Voting Nay: None.  Motion carried.

9:20 A.M. being the time advertised time was allowed for public comment.  Don Linquist, Jr., appeared to comment.

Claims on file were reviewed.

Motion by Breiner, 2nd by Treptow, to approve the surety bonds on file for Heath Dobrovolny, Francis Township Treasurer.  Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke.Voting Nay: None.  Motion carried.

Motion by Treptow, 2nd by Keyes, to void check #24070064 for $66.02 to Kramer Mfg. due to duplicate payment.  Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes,  and Tielke.  Voting Nay: None. Motion carried.

Tami Malolepszy and Therese Leiwer with CASA of NorthCentral Nebraska were present to explain the program. CASA stands for Court Appointed Special Advocates; these volunteers represent abused and neglected children involved in the court system.

Motion by Frahm, 2nd by Breiner, to provide a total funding of $10,000.00 to CASA of NorthCentral Nebraska to train and support community volunteers to provide court-based advocacy for abused and neglected children involved in the court system and to provide Holt County with an annual progress report and expenditure report. This funding is possible through the National Opioid Settlement Funds that Holt County has received.  Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke.  Voting Nay: None.  Motion carried.

Amy Timmerman UNL Extension Educator was present to discuss the extension department budget with the Board.

Motion by Frahm, 2nd by Neiman, to approve the Transfer Authorization Form which gives the County Clerk authority to transfer funds from the General Fund to the Road Fund, said funds have no tax dollars levied therefore periodic transfers need to be made from General Fund into this fund, and to approve transfers from the Inheritance Fund to the General Fund, between the dates of July 1, 2024, to June 30, 2025.  Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke.  Voting Nay: None.  Motion carried.

M otion by Frahm, 2nd by Breiner, to allow the direct deposit payroll and other claims.  Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke.  Voting Nay: None.  Motion carried.

Bob Weber was present to discuss watering the roads in Holt County with the Board and the County Attorney.

Gary Connot Road Superintendent reviewed his budget proposals with the Board.

Road Superintendent Gary Connot presented his Department Activity Report.

At 1:07 p.m. the Board conducted the quarterly jail visit.

Chairman Tielke adjourned the meeting at 1:27 P.M. until August 16, 2024, at 9:15 A.M. July 31, 2024
