The Holt County Board of Supervisors met as a Board of Equalization with all members present except Tielke. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on July 6, 2023, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 8:46 A.M. with the flag salute.

Motion by Paxton, 2nd by Neiman, to approve the minutes of the June 30, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Frahm.Voting Nay: None. Absent: Tielke. Motion carried.

The Board reviewed the Report of Destroyed Real Property in Holt County for 2023.

Motion by Paxton, 2nd by Breiner, to approve the Report of Destroyed Real Property in Holt County for 2023, on parcel numbers: 450009600, 450022383, 450000094, 450350000 and 450177000 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Treptow and Frahm. Voting Nay: None. Absent: Tielke. Motion carried. 

Supervisor Tielke arrived at 8:48 A.M.

Motion by Paxton, 2nd by Neiman, to approve the valuation listing as submitted by the Assessor, for the overvalued parcels of real estate in Holt County for 2023. Voting Aye: Neiman, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Neiman, to acknowledge receipt of the Assessor's 3 Year Plan of Assessment. Voting Aye: Breiner, Paxton, Tielke, Treptow, Keyes, Neiman and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Keyes, to acknowledge receipt of the list of exempt Cemetery Properties in Holt County. Voting Aye: Paxton, Tielke, Treptow, Keyes, Neiman, Breiner and Frahm. Voting Nay: None. Motion carried.

County Assessor Tim Wallinger requested that a series of documents setting forth the process used in determining the assessed valuation along with the property record card of each parcel being protested be made a part of the official record.

Said request was granted by the Chairman.

Motion by Paxton, 2nd by Tielke, to recommend reducing the assessed value of the 18,000 square foot building and reduce the total assessed value on Parcel #450011109 from $466,583.00 to $390,639.00 based upon the Assessors recommendation. Voting Aye: Tielke, Treptow, Keyes, Neiman, Breiner, Paxton and Frahm. Voting Nay: None. Motion carried. 

Motion by Paxton, 2nd by Tielke, after reviewing protests #10, 12, 14 & 16 on file to accept the recommendation of the Assessor, which indicates no change at this time. Valuation falls within statutory range. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm.Voting Nay: None. Motion carried. 

Time was allowed for the Board to hear a protest from Steve Selejan with Flanagan/Bilton, LLC on parcel #450576300.

Motion by Paxton, 2nd by Tielke, to adjust the assessed value for 2023 on parcel #450576300 from $2,235,788.00 to $1,884,119.00 based upon the Assessors recommendation. Voting Aye: Keyes, Neiman Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm recessed the meeting at 9:14 A.M. until the mail is received due to July 15th being the deadline for the Report of Destroyed Real Property.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on July 6, 2023, in the Atkinson Graphic.

Chairman Tielke convened the meeting at 9:15 A.M. and informed the public of the location of the Open Meeting Poster.  

The Board offered their sincere sympathy to Supervisor Frahm regarding the loss of his wife.

Motion by Frahm, 2nd by Neiman, to approve the minutes of the June 30, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Treasurer's Report was presented and placed on file.

The Board accepted the Semi-Annual Treasurer's report and placed it on file with the County Clerk.  

Correspondence was reviewed.

Claims on file were reviewed.

Courthouse Custodian Rick Slaymaker gave an update on maintenance in and around the Courthouse.

Diana Steskal was present to ask for clarification on her Point of Interest issue from the June 30, 2023, meeting and asked if the public comment time could be moved to the end of the Supervisor meetings.

Motion by Keyes, 2nd by Neiman, to approve the application to the Nebraska Liquor Commission for Sheryl L. Winkler as the manager for O'Neill Lanes LLC. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Sara Twibell, Mindy Spencer and Heidi Kuklis with North Central District Health Department were present to update the Board on their department and to inform the Board on the Miles of Smiles Program and to ask the County to renew their 5 year commitment.  

Motion by Paxton, 2nd by Treptow, to renew the Miles of Smiles Program contract with NCDHD for Pre K - 8th grade children in Holt County for another 5 year period. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Weed Superintendent Bill Babutzke presented his Quarterly Department Activity Report and asked permission to budget for the possibility of a force spray in Holt County.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Motion by Frahm, 2nd by Paxton, to approve the following claims except claim #23070161 for $300.00 to Doug Frahm, claim # 23070135 for $275.00 to Mary Breiner and claim #23070054 for $1,380.10 to J&S Electronics. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Paxton, to approve claim #23070161 for $300.00 to Doug Frahm. Voting Aye: Paxton, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Abstain: Frahm. Motion carried.

Motion by Frahm, 2nd by Treptow, to approve claim #23070135 for $275.00 to Mary Breiner. Voting Aye: Frahm, Treptow, Keyes, Neiman, Paxton and Tielke. Voting Nay: None. Abstain: Breiner. Motion carried.

Motion Frahm, 2nd by Keyes, to set bid date for Projects C45(547) on a bridge replacement project & C45(552) a bridge superstructure replacement on August 16, 2023, at 11:00 A.M. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Joe Pongratz was present to request a stop sign at 874 Road & 488 Avenue intersection.

Road Superintendent Gary Connot presented his Department Activity Report.

Motion by Paxton, 2nd by Frahm, to approve the government equipment rental agreement through NMC with Caterpillar Financial Services Corporation and Holt County on a 2023, 289D3 Caterpillar Compact Track Loader for $8,500.00 for 12 months or 250 hours. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

At 11:05 A.M. Supervisor Frahm was excused to attend the National Legion Shooting Sports competition.  Chairman Tielke adjourned the meeting at 12:02 P.M. until July 31, 2023, at 9:15 A.M.
