Holt County Board of Supervisors Proceedings (07-13-2023)

The Holt County Board of Supervisors met as a Board of Equalization with all members present except Supervisor Tielke. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on June 22, 2023, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 9:01 A.M. with the flag salute.

Motion by Keyes, 2nd by Breiner, to approve the minutes of the June 16, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton and Frahm. Voting Nay: None. Absent: Tielke. Motion carried.

Chairman Frahm convened a public hearing at 9:03 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Building Blocks for Community Enrichment for a 2019 Chevrolet Malibu, 2-2017 Chevrolet Malibu and 2011 Chevrolet Impala; O'Neill Assembly of God on a 2007 E350 Van and a 1995 E350 Club Wagon Van. No one appeared to comment.

Motion by Paxton, 2nd by Keyes, to approve the valuation listing as submitted by the Assessor, for the overvalued parcels of real estate in Holt County for 2023. Voting Aye: Keyes, Neiman, Breiner, Paxton, Treptow and Frahm. Voting Nay: None.  Absent: Tielke. Motion carried.

Time was allowed for the Board to review, hear and consider valuation protests for 2023. 

Motion by Paxton, 2nd by Neiman, after reviewing protests #6, 7 and 8 on file, to accept the recommendation of the Assessor, which indicates no change at this time. Valuation falls within statutory range. Voting Aye: Neiman, Breiner, Paxton, Treptow, Keyes and Frahm. Voting Nay: None.  Absent: Tielke. Motion carried. 

Motion by Paxton, 2nd by Keyes, to reduce the land value in Chambers VI NonDiscp 19-26-12 pt#6 (100x132) from $32,149.00 to $29,940.00 based upon the Assessors recommendations. Voting Aye: Breiner, Paxton, Treptow, Keyes, Neiman and Frahm. Voting Nay: None. Absent: Tielke. Motion carried.

Motion by Paxton, 2nd by Neiman, to adjust the 2023 assessed value back to the 2022 assessed value on parcel #450025005 from $2,416,328.00 to $894,254.00 and on parcel #450025006 from $6,221,431.00 to $2,640,909.00 based upon the Assessors recommendation. Voting Aye: Paxton, Treptow, Keyes, Neiman, Breiner and Frahm. Voting Nay: None. Absent: Tielke. Motion carried.

Motion by Keyes, 2nd by Paxton, to reduce the assessed value due to dry farmland acres are changed to grass on parcel #450619900 from $38,157.00 to $13,109.00 based upon the Assessors recommendation. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton and Frahm.  Voting Nay: None. Absent: Tielke. Motion carried.

Motion by Paxton, 2nd by Breiner, to adjust the condition rating of the house, adjust the amount of basement finish and reduce the 2023 assessed value from $224,497.00 to $187,116.00 based upon the Assessors recommendation.  Voting Aye: Keyes, Neiman, Breiner, Paxton, Treptow and Frahm.  Voting Nay: None.  Absent: Tielke.  Motion carried.

Motion by Paxton, 2nd by Neiman, to adjourn from public hearing at 9:16 A.M. and return to regular session. Voting Aye: Neiman, Breiner, Paxton, Treptow, Keyes and Frahm. Voting Nay: None. Absent: Tielke. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Chairman Tielke. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on June 22, 2023, in the Atkinson Graphic.

Acting Chairman Frahm convened the meeting at 9:19 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Paxton, 2nd by Breiner, to approve the minutes of the June 16, 2023, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, and Frahm. Voting Nay: None.  Absent: Tielke. Motion carried.

Time was allowed for public comment. Those speaking were Robert Randall, Drew Foster, Diana Steskal and Terry Frisch.

Motion by Neiman, 2nd by Breiner, to change the October 13, 2023, regularly scheduled meeting to October 16, 2023, due to legislative changes and levy deadline change. Voting Aye: Keyes, Neiman, Breiner, Paxton, Treptow and Frahm. Voting Nay: None.  Absent: Tielke. Motion carried.

Motion by Paxton, 2nd by Keyes, to approve the Preliminary Agreement with Prochaska & Associates for the design of the holding cell in the Holt County jail. Voting Aye: Neiman, Breiner, Paxton, Treptow, Keyes and Frahm. Voting Nay: None. Absent: Tielke. Motion carried

Motion by Paxton, 2nd by Neiman, to approve Nebraska State Print Shop to print the postcards for LB644 as described in NRS 77-1633(3g). Voting Aye: Paxton, Treptow, Keyes, Neiman, Breiner and Frahm. Voting Nay: None. Absent: Tielke. Motion carried.

Motion by Keyes, 2nd by Paxton, to approve the Budget Calendar for 2023-2024 as presented. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton and Frahm. Voting Nay: None.  Absent: Tielke. Motion carried.

RESOLUTION #2023-07

OF THE

HOLT COUNTY BOARD OF SUPERVISORS

WHEREAS, it has come to the attention of the Holt County Board of Supervisors that existing appropriations in the County Budget, for the year ending June 30, 2023, are insufficient to continue the operation of the Emergency Management and County Surveyor.

NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF SUPERVISORS, there is hereby appropriated to the Emergency Management $2,621.81 and County Surveyor $2,885.55 from the excess authority in the Personnel Budget for the fiscal year ending June 30, 2023.

The foregoing resolution was introduced by Supervisor Paxton, who moved its adoption. The motion was seconded by Supervisor Breiner. Voting Aye: Keyes, Neiman, Breiner, Paxton, Treptow and Frahm. Voting Nay: None. Absent: Tielke. Motion carried.

Ben Fuller and Brent Niese with Summit Carbon Solutions gave an update on the proposed CO2 pipeline through Holt County and informed the Board that the Conditional Use Permit has been submitted to the Holt County Planning and Zoning Administrator.

Pat Karo was present to discuss the flow of water on her property.

Motion by Paxton, 2nd by Keyes, to approve the Engineering Agreement with Speece Lewis on Project C45(570) for $34,350.00. Voting Aye: Paxton, Treptow, Keyes, Neiman, Breiner and Frahm. Voting Nay: None. Absent: Tielke. Motion carried.

Emergency Manager Deb Hilker was present to update the Board on storm damage assessment in Holt County on June 23 & 24, 2023.

Motion by Neiman, 2nd by Keyes, to approve the purchase of asphalt millings from Prouty Construction. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton and Frahm.Voting Nay: None. Absent: Tielke. Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.

Acting Chairman Frahm adjourned the meeting at 12:26 P.M. until July 17, 2023, at 9:15 A.M.
