RESOLUTION #2024-07 OF THE HOLT COUNTY BOARD OF SUPERVISORS WHEREAS, the County of Holt, Nebraska, is the owner and holder of several Certificates of Tax sale on several parcels of real estate issued to the County of Holt for all delinquent regular taxes thereon, which have been regularly advertised and offered for sale at tax sale and remaining unsold for want of bidders, were sold to the County of Holt and Certificates of Tax Sale issued thereunder the provisions of Nebraska Revised Statutes, Section 77-1809 (Reissue 1990); and WHEREAS, more than two (2) years and less than five (5) years elapsed since the issuance of such respective Certificates of Tax Sale and by reason thereof, the right for redemption of the owners or claimants of such respective tracts has expired. NOW THEREFORE, BE IT RESOLVED that the County Attorney of Holt County, Nebraska, be and hereby is directed as promptly under the circumstances as it is reasonably possible so to do, to institute action to foreclose the lien of all taxes delinquent whether regular or special, on all real estate within Holt County, Nebraska, which having been heretofore advertised and offered for sale and remaining unsold for want of bidders was sold to the County of Holt, and further, said County Attorney can proceed to foreclose the Certificate of Tax Sale issued; and BE IT FURTHER RESOLVED that a receipt of the County Treasurers report of delinquent real estate taxes has been received and to direct the County Treasurer to issue Tax Sale Certificates to Holt County, Nebraska for all parcels delinquent for two (2) or more years. RESOLUTION #2024-08 OF THE HOLT COUNTY BOARD OF SUPERVISORS COMES NOW Holt County, Boyd County, and Boyd/Holt E-911 Dispatch Center and agree as follows: 1. Boyd/Holt E-911 Dispatch Center (“Dispatch Center”) is a Nebraska Nonprofit Corporation created pursuant to Neb. Rev. Stat. §86-1001 to 86-1009. 2. The parties agree that the method for funding the Dispatch Center will be amended as it relates to Holt County and all of the entities contained therein as follows: a. Holt County shall continue to contract with the entities. b. Boyd County shall continue to contract with the entities. c. Dispatch Center will continue to provide financial information to Holt County and Boyd County, setting forth the allocations for each of their communities based upon population, as the Dispatch Center has done since its inception. d. Boyd County will levy the taxes and pay the assessments for Boyd County and for all of the entities that have contracted with Boyd County. This Agreement does not change the current billing system as it relates to Boyd County. This Agreement does not change the formula for the allocations. e. Commencing in the 2024-2025 budget year for each entity, Holt County will levy for the assessments as allocated by Boyd/Holt E-911 and Holt County will pay the assessments to the Dispatch Center. As such, there will be no direct billings from Dispatch Center to any of the other entities with whom Holt County has contracted. Holt County and all such payments will be received from Holt County. f. Any funds previously disbursed by Holt County for the benefit of any of the entities shall be paid to Dispatch Center by those communities. Dispatch Center is hereby authorized to initiate any and all legal action to collect the same from any entities who have received funds but have not paid their assessments, including interest, attorney fees, or other damages.
