The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on May 18, 2023, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Tielke, to approve the minutes of the May 16, 2023, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Abstain: Treptow. Motion carried.

Chairman Frahm convened a public hearing at 9:31 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Avera St. Anthony's Hospital on a 2004 Buick Park Avenue, 2-2017 Braun Handicap Vans, 2019 Chrysler Pacifica and 2022 Ford Edge; Building Blocks for Community Enrichment on a 2014 Chrysler Town Touring and 2019 Nissan Altima; Good Samaritan Society-Atkinson on a 2019 Braun Handicap Van; West Holt Memorial Hospital on a 2011 R&W Utility Trailer, 2018 1500 Ram & a 2020 Chevrolet Tahoe. No one appeared to comment.

The Board acknowledged receipt from TERC that the 2023 value of real property in Holt County meets the requirement of the State.

Motion by Paxton, 2nd by Breiner, to adjourn from public hearing at 9:36 A.M. and return to regular session. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Chairman Tielke convened the meeting at 9:46 A.M. and informed the public of the location of the Open Meeting Poster. Motion by Frahm, 2nd by Paxton, to approve the minutes of the May 16, 2023, meeting as printed. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Abstain: Treptow. Motion carried.

Courthouse Custodian Rick Slaymaker reported on the replacement of 8 new windows for the Courthouse.

9:50 A.M. time was allowed for public comment. Gene Kelly was present to ask how long to keep the survey open in regards to updating the Holt County Comprehensive Plan. Surveys will continue and will try to schedule some town hall meetings.

The Board reviewed claims on file.

Motion by Frahm, 2nd by Paxton, to re-appoint Robert Campbell to the Holt County Veterans Service Committee for the term beginning July 1, 2023, through June 30, 2028. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Frahm, to acknowledge receipt of the delinquent and unsold parcels from the County Treasurer as required by Nebraska State Statute 77-1918. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Frahm, to acknowledge receipt of the report of current county tax sales that can be foreclosed on by the county attorney. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Correspondence was reviewed.

The Board discussed watering of roads. To clarify this is “No watering of roads” not just if an end gun is watering the road.

Motion by Paxton, 2nd by Keyes, to continue with the seasonal employment of Robert Weber for the enforcement of watering of the roads as per state statue §39-301 & §39-302. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Treptow, to approve the surety bond for Janet Sorensen, Deputy County Clerk. Voting Aye: Treptow, Keyes, Neiman, Breiner, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Discussion was held on updating the van for the Extension Office.

Motion by Frahm, 2nd by Keyes, to approve the zoning applications on file for: JG Funk Farms, LLC a tract in SE 1⁄4 22- 25-9 & Darrin B. Grimes, Trustee a tract in SE 1⁄4 21-26-12. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Neiman, 2nd by Paxton, to approve the two Engineering Agreements with Speece Lewis for: site 7.3 870th Rd in Section 4-28-14 for $12,650.00 and for Structure No #C004502710 for $20,350.00. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Road Superintendent Gary Connot presented his Department Activity Report.
