The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943.  Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on May 23, 2024, in the Holt County Independent.  

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Tielke, to approve the minutes of the May 16, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:32 A.M. to receive public comment on the Motor Vehicle Tax Exemption Applications on file for: Avera St. Anthony's Hospital on 2-2017 Braun Handicap Vans, 2019 Chrysler Pacifica and 2022 Ford Edge; Building Blocks for Community Enrichment on a 2019 Nissan Altima; Good Samaritan Society-Atkinson on a 2019 Braun Handicap Van; Valley Hope Association on a 2012 Fusion & a 2012 Ford Econoline; West Holt Memorial Hospital on a 2011 R&W Utility Trailer, 2018 1500 Ram & a 2020 Chevrolet Tahoe. No one appeared to comment.

Motion by Paxton, 2nd by Treptow, to approve the tax list correction #24-013 as submitted by the Assessor. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Neiman, 2nd by Paxton, the Board acknowledged receipt from TERC that the 2024 value of real property in Holt County meets the requirement of the State. Voting Aye: Neiman, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Breiner, to adjourn from public hearing at 9:37 A.M. and return to regular session. Voting Aye: Breiner, Paxton, Tielke, Treptow, Keyes, Neiman and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on May 23, 2024, in the Holt County Independent.  

Chairman Tielke convened the meeting at 9:46 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Paxton, 2nd by Keyes, to approve the minutes of the May 16, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Keyes, to acknowledge receipt of the delinquent and unsold parcels from the County Treasurer as required by Nebraska State Statute 77-1918. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Paxton, to acknowledge receipt of the report of current county tax sales that can be foreclosed on by the county attorney. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

9:50 A.M. time was allowed for public comment. Gene Kelly was present for public comment.

The Board reviewed claims on file.

Veterans Service Officer Ken Stenka presented his quarterly report to the Board.

Correspondence was reviewed.

The Board discussed watering of roads. To clarify this is “No watering of roads” not just if an end gun is watering the road.

Motion by Neiman, 2nd by Keyes, to continue with the seasonal employment of Robert Weber for the enforcement of watering of the roads as per state statue §39-301 & §39-302. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Holt County Emergency Manager Deb Hilker and O'Neill Airport Manager Neilan Shunkwiler were present to ask the Board for permission to close the road between #872 & #873 Road on July 19 & 20, 2024 for the air show.

Motion by Keyes, 2nd by Neiman, to approve the road closure on 490th Ave & 491st Ave between 872nd Road & 873rd Road during the air show on July 19 & 20, 2024.  Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Ron Schmit was present to discuss 3 miles of township road in Paddock Township that connects with the county road starting at 890 Road & 496 Avenue to 892 Road & 497 Avenue.

Boyd/Holt E-911 Attorney James Gotschall presented an Agreement between Boyd/Holt E-911 and Holt County for their review.

Motion by Frahm, 2nd by Paxton, to approve the following claims. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.
