January 5, 2023 O'Neill, Nebraska The Holt County Board of Supervisors met in statutory session with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on December 29, 2022, in the Atkinson Graphic. The meeting was called to order by County Clerk, Cathy Pavel, at 9:45 A.M. with the flag salute. The Clerk informed the public of the location of the Open Meeting Poster. The first order of business being the selection of a Board of Supervisors Chairman for 2023. Motion by Keyes, 2nd by Paxton, to nominate Bill Tielke to serve as Chairman of the Board of Supervisors for 2023. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton and Frahm. Voting Nay: None. Abstain: Tielke. Motion carried. Supervisor Tielke was declared elected and began presiding over the meeting. Motion by Breiner, 2nd by Keyes, to nominate Doug Frahm to serve as Chairman of the Board of Equalization for 2023. Voting Aye: Keyes, Neiman, Breiner, Paxton, Treptow and Tielke. Voting Nay: None. Abstain: Frahm. Motion carried. The Board will continue with the policy when the Chairman for the Board of Supervisors or Chairman for Board of Equalization is absent the other Chairman will preside over that meeting. Motion by Frahm, 2nd by Paxton, to approve the minutes of the December 30, 2022, meeting as printed. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow and Keyes. Voting Nay: None. Abstain: Tielke. Motion by Paxton, 2nd by Keyes, to re-appoint Gary Connot as County Highway Superintendent License #S-1159 Class A, Gene Kelly as Interim Planning and Zoning Administrator, Deb Hilker as Emergency Manager and Ken Stenka as Veterans Service Officer. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried. The Board discussed personnel and wages. Motion by Frahm, 2nd by Paxton, to set the interim wage for the Planning and Zoning Administrator at $600.00 monthly. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried. Motion by Paxton, 2nd by Breiner, to increase the hourly road department employees' wages $1.00 per hour. The Board will continue with the policy that all hourly road employees will receive $.05 for every consecutive year of service to Holt County. The $.05 increase will be added to each employee's base pay. This increase will be earned every calendar year. Every employee has to complete 1 full year of service before becoming eligible. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried. Motion by Keyes, 2nd by Frahm, to increase the salary of the Road Superintendent to $75,400.00 a year which includes the full $9,750.00 stipend that is received from the State for the Road Superintendent to have a Class A Bridge Inspection license. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried. Motion by Keyes, 2nd by Frahm, to increase the Courthouse Custodian salary to $43,000.00 and to make monthly reports to the Board. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried. Motion by Keyes, 2nd by Paxton, to increase the part-time Courthouse Custodian to $18.00 per hour. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Frahm. Voting Nay: None. Motion carried. Motion by Keyes, 2nd by Paxton, to increase the Annex yearly cleaning contract to Darla Smith at $1,600.00 per month. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried. Motion by Frahm, 2nd by Paxton, to set the annual salary for the Veterans Service Officer at $51,900.00. Voting Aye: Frahm, Treptow, Keyes, Neiman Breiner, Paxton and Tielke. Voting Nay: None. Motion carried. Motion by Paxton, 2nd by Treptow, to increase the annual salary for the Emergency Manager to $28,600.00. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried. Motion by Paxton, 2nd by Frahm, to increase the salary for the Truck Foreman and Asphalt Foreman salary to $60,400.00 a year.
