A regular meeting of the Mayor and the City Council of O'Neill was held at the City Hall in said City on the 6th day of February, 2023 at 6:30 P.M. Present: Mayor Scott Menish, City Attorney Boyd Strope, City Clerk/Treasurer Sarah Sidak, Council President Tim Schneider and Council members; Susie Kramer, Michelle Liewer, Kayla Burdick, Paul Asche, Quana Wheeler, Beth Walsh and Tim Gleason. Notice of this meeting was given in advance thereof according to Section 84-1408 of the Revised Statutes of Nebraska. Notice of the meeting was given to the Mayor and all members of the Council and a copy of the acknowledgement of receipt of notice and the agenda is attached to the minutes. Availability of the agenda was communicated in the advance notice. All proceedings hereafter shown were taken while convened meeting was open to the attendance of the public. The meeting was called to order by Mayor Scott Menish. The Pledge of Allegiance was recited. Mayor Menish informed the public of the location of the Open Meetings Act poster. Moved by Kramer, second by Schneider to waive the readings of the minutes of the January 9th meeting and approve them as if read. Roll call vote as follows: All Ayes. Motion carried. Library Director Jeannie Mejstrik presented the annual library report to the Mayor and City Council. A copy of the report is on file with the City Clerk. The Mayor and City Council reviewed the proposed 2023 One and Six Year Street Plan. A copy of this plan is available at the City Clerk's Office. A public hearing to consider adoption of this plan will be held on March 6th, 2023 at 6:30 p.m. City Clerk Sidak informed the Council that the LB840 Finance Committee met at noon today and approved everything but PIP-LB840-141. It was tabled until the next meeting. Moved by Kramer, second by Wheeler to approve PIP-LB840-143 for a new sign in the amount of $9,338.98, PIP-LB840-144 for a new sign and exterior renovations in the amount of $10,000.00, PIP-LB840-145 for a new sign and canopy in the amount of $2,758.50, PIP-LB840-146 for a new sign and windows in the amount of $4,643.00. Roll call vote as follows: All Ayes. Motion carried. Moved by Wheeler, second by Walsh to approve a grant for the O'Neill Development Corporation grant match in the amount of $500,000.00. Roll call vote as follows: All Ayes. Motion carried. Moved by Gleason, second by Asche to remove Don Baker from the City of O'Neill bank account and add Tim Schneider. Roll call vote as follows: Aye; Asche, Wheeler, Kramer, Burdick, Liewer, Gleason and Walsh. Nay: None. Abstain: Schneider. Motion carried. Moved by Wheeler, second by Gleason to remove Don Baker as one of the directors of the City of O'Neill Leasing Corporation and replace him with Tim Schneider. Roll call vote as follows: Aye; Asche, Wheeler, Kramer, Burdick, Liewer, Gleason and Walsh. Nay: None. Abstain: Schneider. Motion carried. The Council reviewed the snow removal procedures and emergency snow route. The Mayor will have a committee look it over in more detail and report back to the Council with any recommendations. Moved by Wheeler, second by Liewer to approve the bill submitted at this meeting by O'Neill Lumber. Roll call vote as follows: Aye; Asche, Wheeler, Kramer, Burdick, Liewer, Gleason and Walsh.
