CHAMBERS BOARD 

OF EDUCATION

REGULAR BOARD MEETING

A meeting of the Board of Education of Chambers Public Schools was convened in open and public session on September 18, 2023, in Room 1 at Chambers Public Schools, 201 S. A Street, Chambers, Nebraska. The roll was called, and the following Board members were present: Terry Kamphaus, Mark Dexter, Monte Metschke, Amy Scott, Brady Dexter, and Jamie Tomjack. Also present was Frank Jesse, Superintendent.

Notice of the meeting was given in advance by publication on the Chambers Public School's website on September 11, 2023, and thereafter in the Holt County Independent, and Sandhills Ties on September 13, 2023. Notice of this meeting was given in advance to all members of the Board of Education. Availability of the agenda was communicated in the publicized notice and a current copy of the agenda was maintained as stated in the publicized notice. All proceedings of the Board of Education, except as may be hereinafter noted, were taken while the convened meeting was open to the attendance of the public. 

The meeting was called to order by President Terry Kamphaus at 8:00 p.m.

Meetings Act Posting

At the beginning of this meeting, the Chair announced and informed the public that a current copy of the Open Meetings Act is posted on the west wall of Room 1.

The Pledge of Allegiance was recited.

Motion by Jamie Tomjack, seconded by Brady Dexter, to approve the agenda. Motion carried 6-0. Aye: Dexter, Dexter, Kamphaus, Metschke, Scott, Tomjack. Nay: 0.

Consent Agenda

Motion by Monte Metschke, seconded by Mark Dexter, to approve all items on the consent agenda as provided. After discussion and roll call vote the motion carried 6-0. Aye: Dexter, Dexter, Kamphaus, Metschke, Scott, Tomjack. Nay: 0.

A. Motion by Amy Scott, seconded by Mark Dexter, to recognize Chambers Education Association for 2024-2025 negotiations. Motion carried 6-0. Aye: Dexter, Dexter, Kamphaus, Metschke, Scott, Tomjack. Nay: 0.

B. Motion by Monte Metschke, seconded by Mark Dexter, to approve line of credit resolution with Chambers State Bank. Motion carried 6-0. Aye: Dexter, Dexter, Kamphaus, Metschke, Scott, Tomjack. Nay: 0.

C. Motion by Jamie Tomjack, seconded by Brady Dexter, to approve transfer of funds from General Fund to Hot Lunch account. Motion carried 6-0. Aye: Dexter, Dexter, Kamphaus, Metschke, Scott, Tomjack. Nay: 0.

SEPTEMBER 21, 2023

The Board of Education of School District #0137 held its budget hearing in open and public session on Thursday, September 21, 2023, in Room 1 at Chambers Public Schools 201 S. A Street, Chambers, Nebraska. The roll was called, and the following Board members were present:  Terry Kamphaus, Monte Metschke, Amy Scott, Brady Dexter and Jamie Tomjack. Also present was Frank Jesse, Superintendent.

The meeting was called to order by President Terry Kamphaus at 5:05 p.m. Motion by Amy Scott seconded by Brady Dexter to excuse the absence of Mark Dexter. Motion carried 5-0. Aye: Dexter, Kamphaus, Metschke, Scott, Tomjack. Nay: 0. Mark Dexter absent.

Motion by Jamie Tomjack, seconded by Monte Metschke to approve the 2023-2024 General Fund budget for the School District of Chambers Public School District 45-0137, including a Budget of Expenditures of $3,628,392.00. Motion carried, 5-0. Aye: Dexter, Kamphaus, Metschke, Scott, Tomjack. Nay: 0. Mark Dexter absent.

B. Motion by Brady Dexter, seconded by Monte Metschke to approve the 2023-2024 Special Building Fund budget for the School District of Chambers Public School District 45-0137, including a Budget of Expenditures of $186,078.00. Motion carried, 5-0. Aye: Dexter, Kamphaus, Metschke, Scott, Tomjack. Nay: 0. Mark Dexter absent.

C. Motion by Jamie Dexter, seconded by Brady Dexter to approve the 2023-2024 budgets for the Depreciation Fund, School Lunch Fund and School Activities Fund, of Chambers Public School District 45-0137. Motion carried, 5-0. Aye: Dexter, Kamphaus, Metschke, Scott, Tomjack. Nay: 0. Mark Dexter absent.

D. Motion by Amy Scott, seconded by Brady Dexter to approve 1) the 2023-2024 General Fund property tax request of $2,295,839.00 with an estimated property tax levy of $.758233.  2) the 2023-2024 Special Building Fund property tax request of $45,455.00 with an estimated property tax levy of $.015012. Total estimated property tax request $2,341,294.00, total tax levy of $.773245.  Motion carried, 5-0. Aye: Dexter, Kamphaus, Metschke, Scott, Tomjack. Nay: 0. Mark Dexter absent.

Motion was made by Amy Scott, seconded by Monte Metschke, to adjourn the meeting at 5:25p.m. on September 21, 2023. Motion carried, 5-0. Aye: Dexter, Kamphaus, Metschke, Scott, Tomjack. Nay: 0. Mark Dexter absent. The meeting was duly adjourned.
