Council Refinances Bonds

The O'Neill City Council met regularly on Monday, May 5, with all members present except Councilman Laursen.

The Council met with Scott Keene of Piper Sandler, who briefly visited with the Council to refinance a bond on the 10th Street project with the current debt that the FEMA shortfall from the 2019 floods left the city. The Council moved forward with the refinancing and had the first reading of the resolution to do so.

Brittany Koenig from NPPD talked to the Council and presented them with O'Neill's Energy report. Koenig reported that NPPD collected and remitted $598,793.82 in lease payments and $60,583.94 in city sales tax to O'Neill in 2024.

"In 2024 $239,801.77 gross revenue tax was paid to Holt County. In 2024 $8,598.60 was received by customers in O'Neill," said Koenig. Koenig also reported to the Council on NPPD's strategy for the future and its long-term planning in energy production and delivery to its customers.

The Council briefly recognized that St. Anthony's Hospital, through help from the city, will be asking US Senator Deb Fischer to support the Congressionally  directed spending request to replace the boiler and water system for Avera St. Anthony's Hospital that was damaged by the explosion on Oct. 7, 2024

The Council discussed St. Mary's High School's request for a crosswalk in front of the high school to safely facilitate students crossing Fourth Street to access parking across the street. The Council expressed interest and said they would take action on the matter next month when the resolution could be formalized.

Jason Baker, Water Superintendent, briefly visited with the Council about running water lines to the new development in the County Club Estates by the end of the summer. Baker said the Council could fiscally provide for the project. " I would like the Council to consider the use of the extra money that I have been using from my budget to fund the lines. I will use the money I have been using to pay extra on the water tower and use it to fund the water lines extension into the new development," said Baker. The Council then discussed having a special meeting on May 12 to get the resolution regarding the water lines going into the new development. The Council adjourned for the meeting.
