The Holt County Board of Supervisors met as a Board of Equalization with all members present. Deputy County Assessor Montana DeVries, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on December 8, 2022, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:32 A.M. with the flag salute.

Motion by Butterfield, 2nd by Paxton, to approve the minutes of the November 30, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Tielke,  and Frahm. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Paxton, to approve the refund request on parcel #450397000 for $336.60 due to clerical error. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Keyes, to approve the tax list corrections #22-036 and #22-037 as submitted by the Assessor. Voting Aye: Butterfield, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on December 8, 2022, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Paxton, to approve the minutes of the November 30, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Treasurers Report was presented and placed on file.

Correspondence was reviewed. The Board accepted the resignation, with regrets, from Gene Kelly from the Holt County Planning and Zoning Board, District #1 effective immediately. In 1996, Gene was on the committee that established the Planning and Zoning Regulations and after approval continued serving on the board.

The Board reviewed claims on file.

Motion by Paxton, 2nd by Keyes, to approve the zoning applications on file for Calvin & Monica Schultz for 3 tracts in N ½ 35-31-12 and Leo Seger and Patti Skrdla a tract in NE ¼ 8-30-13 & a tract in NW ¼ 9-30-13. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Paxton, to approve the generator service agreement with PowerTech LLC for January 2023 through December 2025. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Frahm, to approve the 3 year contract renewal with Vanguard Appraisals. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Butterfield, to approve the surety bond on file for Mark Tyrrell, Page Village Board Trustee. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Paxton, to allow the County Offices to close at 1:00 P.M. on December 23, 2022, due to the Christmas Eve Holiday falling on a Saturday. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay:  None. Motion carried.



RESOLUTION #2022-17

OF THE

HOLT COUNTY BOARD OF SUPERVISORS

A RESOLUTION ADOPTING AND APPROVING THE EXECUTION OF A MASTER AGREEMENT WITH THE DEPARTMENT OF TRANSPORTATION OF THE STATE OF NEBRASKA FOR COUNTY SURVEY SERVICES.

Be it resolved by the Chairperson of the board of the County of Holt, Nebraska, that:

1. The County shall enter into a 5 year Master Agreement with the Nebraska Department of Transportation concerning a Process for County to Provide Survey Services for Highway Projects within the boundaries of Holt County.

2. The Chairperson of the Board is hereby authorized and directed to execute said agreement on behalf of the County of Holt and the County Clerk is authorized to attest said execution.

3. This resolution will be marked Exhibit “A” and a copy attached to each Original Agreement.



The foregoing resolution was introduced by Supervisor Butterfield, who moved its adoption. Supervisor Keyes seconded the motion. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Motion by Paxton, 2nd by Frahm, to set a bid date for C45(556 & 557) on January 17, 2023, at 11:00 A.M. Voting Aye: Keyes, Breiner, Paxton, Frahm, Treptow, and Tielke. Voting Nay: None. Abstain: Butterfield. Motion carried.

Motion by Breiner, 2nd by Treptow, to approve the Right of Way permit for livestock waterline for Zach Sibbel in Sections 29 & 32-32-12. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried. 

The Board discussed implementing a CDL reimbursement agreement. Discussion was held on digital mapping for Holt County. 

Road Superintendent Gary Connot presented his Department Activity Report.

Allen Spanger with Shields Township was present to discuss 881st Road between 496 and 498 Avenue.
