The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on November 24, 2022, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Butterfield, to approve the minutes of the November 16, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:31 A.M. to receive public comment on the Motor Vehicle Tax Exemption Application on file for: Building Blocks for Community Enrichment on a 2018 Chevrolet Malibu and St. Joseph's Catholic Church on a 2019 Jeep Cherokee. No one appeared to comment.

Motion by Butterfield, 2nd by Paxton, to approve the tax list corrections #22-032 through #22-035 as submitted by the Assessor. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Keyes, to adjourn from public hearing at 9:38 A.M. and return to regular session. Voting Aye: Butterfield, Breiner, Paxton, Tielke, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on November 24, 2022, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Keyes, 2nd by Paxton, to approve the minutes of the November 16, 2022, meeting as printed. Voting Aye:  Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Board reviewed claims on file.

Correspondence was reviewed.   

9:50 A.M. being the time advertised time was allowed for public comment. 

The Board accepted the resignation, with regrets from Mike Durre as the Holt County Planning and Zoning Administrator, effective January 1, 2023. Mike has served at this position since 2004.

Due to some townships in Holt County not having 3 people file for township office it is necessary for the Board of Supervisors to appoint board members for the following townships: Antelope, Belle, Dustin, Holt Creek, Josie, Saratoga, Scott, Shamrock and Willowdale.

Motion by Keyes, 2nd by Breiner, to appoint the following to fill the township vacancies: Antelope Township – Neil Liewer, James Crumly and Kristopher Matschullat; Belle Township – Pat Gentele and David Engelhaupt; Dustin Township – Dustin Lofquist, Kimberly Lofquist and Daisha Roberts; Holt Creek Township – Scott Boettcher, Ken Barnes and Jim Vrooman; Josie Township – Paul Moses, Clifford Taylor and Ray Taylor; Saratoga Township – Andrew Armitage; Scott Township – Brent Alder, Scott Sedivy and Delight Becker; Shamrock Township – Gary Strong and Ben Blackmore; Willowdale Township – Daniel Eaton, Monica Eaton and Zane Young. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried. 

Motion by Butterfield, 2nd by Frahm, to approve surety bonds on file for: Victor Pickering, Steel Creek Township Treasurer; Paul Moses, Josie Township Treasurer; Daniel Eaton, Willowdale Township Treasurer; Duane Neiman, Sheridan Township Treasurer; Joel Coburn, Saratoga Township Treasurer; Doug Frahm, Supervisor, Brent Kelly, County Attorney; Michelle A. Ross, Treasurer; Timothy L. Wallinger, Assessor; Ben Matchett, Sheriff; Walter C. Young, Clerk of the District Court; William J. Tielke, Supervisor; Cathy L. Pavel, Clerk. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Butterfield, 2nd by Paxton, to void check #22110117 for $17,942.50 to BlackStrap, Inc. due to overpayment. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Motion carried.

Contract quotes were reviewed with Applied Connective Technologies.

Jack Reiman with Midwest Mapping, LLC gave a presentation to the Board on drone flight and mapping for Holt County. 

Jake Ryba and Cody Cure with Murphy Tractor & Equipment presented a quote for a new wheel loader. 

The Board discussed 881st Road between 496th Avenue and 498th Avenue in Shields Township with County Attorney Brent Kelly, Allen Spangler, Ron Bennetts, Steve Boshart and Doug Wrede.  

Motion by Frahm, 2nd by Keyes, to approve the following claims. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Butterfield, to designate the Atkinson Graphic as the legal newspaper with KBRX as the alternate in case of an emergency and the Holt County website www.holtcounty.nebraska.gov as another method of notice of meetings. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Paxton, to approve the County Board Meeting Schedule for 2023 as presented. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Paxton, to approve the Right of Way permit for Rodney Bergman for a waterline in Sections 12 & 13-27-9. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Butterfield, to approve the sale of surplus equipment with Pavel Auction Services through Auction Time online auction. Voting Aye: Butterfield, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Keyes, after review of the National Functional Classification System maps to concur with the NDOT as it relates to Federal-Aid Urban Area boundaries in Holt County. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None.Motion carried.

Gary Connot Road Superintendent presented his Department Activity Report.

Chairman Tielke adjourned the meeting at 1:52 P.M. until December 19, 2022, at 9:45 A.M.
