NOTICE TO BIDDERS

Sealed bids will be received by the Holt County Clerk's office until 11:00 a.m. on June 30, 2025 for the construction of ditch grading, 8” concrete pavement sections, installation of corrugated metal pipes, and other related incidental work. The bids will be opened at 11:00 a.m. on June 30, 2025 be presented to the Holt County Board for consideration at its regularly scheduled board meeting. The project site are located as follows: C-45(519A) – on 877 Road between Avenue 476 and Avenue 480 Avenue, all in Holt County, Nebraska.

The project is referred to as “Atkinson East, C-45(519A)” and shall include all labor, materials, transportation and equipment required for the construction of ditch grading, 8” concrete pavement sections, installation of corrugated metal pipes, and other related incidental work.

Copies of the Bid Documents and Specifications are open to public inspection at the office of the Holt County Highway Superintendent, 1806 108 Road, O'Neill, Nebraska 68763. A digital set of bid documents may be obtained from Mainelli Wagner & Associates, Inc. for a non-refundable fee of $40.00. An optional half sized paper set of the bid documents are available for a nonrefundable fee of $75.00 (6920 Van Dorn Street, Lincoln, Nebraska 68506; PH: 402-421-1717). All Bid Proposals must be submitted on the forms furnished with the Bid Documents.   

The sealed bids may be mailed or delivered to the County Clerk of Holt County, County Courthouse, 204 North 4th Street, P.O. Box 329, O'Neill, Nebraska 68763, and should be plainly marked as, “Construction Bid Proposal – Atkinson East, C-45(519A)”.

Along with its Bid Proposal, each bidder shall submit an unconditional Bid Bond or Certified Check made payable to the County Treasurer of Holt County, Nebraska, in an amount equal to five (5) percent of the Bid Proposal. Also, each bidder is to provide a Start of Construction date and an End of Construction date for each site with their Bid Proposal. The desired completion date for the site is September 30, 2025. The successful bidder (i.e. Contractor) will be allowed eighty (80) calendar days for completion of the site after beginning work at the site, provided they do not exceed their specified completion date. Additional days due to weather may be granted at the discretion of the Engineer. 

Within ten (10) days following the award of the Contract, the successful bidder shall furnish a surety bond or bonds in an amount equal to or greater than the full amount of the contract.  The surety and form of the bonds are subject to the acceptance by the Holt County Board of Commissioners.

The Holt County Board of Supervisors reserves the right to reject any and all bids or to waive any irregularities in bids received. Award of the Contract will be in accordance with the County Purchasing Act's competitive bidding considerations as set forth in Neb.Rev.Stat. §§ 23-3110 to 23-3114.  Holt County is an Equal Opportunity Employer. NDOT District 8 Program Hearing/State Highway Commission Meeting

The public is urged to attend the upcoming Nebraska State Highway Commission meeting, Friday, June 27, 2025, at 8:30 a.m. at the O'Neill City Office, 401 E Fremont Street in O'Neill, Nebraska.

The meeting will include a presentation by the Nebraska Department of Transportation (NDOT) about potential projects in the District 8 area, which includes Blaine, Boyd, Brown, Cherry, Garfield, Holt, Keya Paha, Loup, Rock, and Wheeler counties.

The public is encouraged to attend and share any suggestions or concerns regarding future NDOT highway improvement projects. ORDINANCE NO. 1431             

OF THE

CITY OF O'NEILL, 

NEBRASKA

AN ORDINANCE OF THE CITY OF O'NEILL, NEBRASKA, AMENDING SECTIONS 9-404, 9-415, AND 9-426  OF THE O'NEILL MUNICIPAL CODE; REPEALING PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING FOR AN EFFECTIVE DATE.

BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF O'NEILL, NEBRASKA, that:

Sec. 1. That Section 9-404 of the O'Neill Municipal Code is amended as follows:

“SECTION 9-404: APPLICABLE LANDS 

This article shall apply to all lands within the jurisdiction of the City identified on the Flood Insurance Rate Map (FIRM) panels 3101160001C, 3101160003C, 3101160004C dated 9/22/1999, as numbered and unnumbered A Zones (including AE, AO and AH Zones) and within the Zoning Districts FW and FF established in Section 9-415 of this article.  In all areas covered by this article, no development shall be permitted except upon the issuance of a floodplain permit to develop granted by the City Council or its duly designated representative under such safeguards and restrictions as the Council or the designated representative may reasonably impose for the promotion and maintenance of the general welfare, health of the inhabitants of the community and where specifically noted in Sections 9-416 through 9-420.”

Sec. 2. That Section 9-415 of the O'Neill Municipal Code is amended as follows:

“SECTION 9-415: ESTABLISHMENT OF DISTRICTS

The mapped flood plain areas within the jurisdiction of this article are hereby divided into two districts: a floodway overlay district (FW) and a floodway fringe overlay district (FF) identified in the Flood Insurance Study 310116V000 dated 9/22/1999.  Within these districts, all uses not meeting the standards of this article and those standards of the underlying zoning district shall be prohibited. These zones shall be consistent with the numbered and unnumbered A Zones as identified on the official FIRM and identified in the Flood Insurance Study provided by the Federal Insurance Administration.”

Sec. 3. That Section 9-426 of the O'Neill Municipal Code is amended as follows:

SECTION 9-426: DEFINITIONS

a. The definition “New Manufactured Home Park or Subdivision” shall be added:

“New Manufactured Home Park or Subdivision means a manufactured home park or subdivision for which the construction of facilities for servicing the lots on which the manufactured homes are to be affixed (including at a minimum, the installation of utilities, the construction of street, and either final site grading or the pouring of concrete pads) is completed on or after the effective date of floodplain management regulations adopted by a community.”

b. The following definition shall be added:

“Expansion to an Existing Manufactured Home Park or Subdivision means the preparation of additional sites by the construction of facilities for servicing the lots on which the manufactured homes are to be affixed (including the installation of utilities, the construction of street, and either final site grading or the pouring of concrete pads).”

Sec. 4.  That all prior ordinances in conflict herewith are repealed.

Sec. 5.  That this ordinance shall be in full force and effect from and after its passage, approval, and publication as required by law.
