Holt County Board of Supervisors Proceedings (6-30-2022)

O'Neill, Nebraska

The Holt County Board of Supervisors met as a Board of Equalization with all members present except Chairman Frahm. County Assessor Tim Wallinger, Deputy County Treasurer Cathy Fuhrer and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on June 9, 2022, in the Holt County Independent. Acting Chairman Tielke convened the meeting at 9:00 A.M. with the flag salute.

Motion by Butterfield, 2nd by Keyes, to approve the minutes of the May 31, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Keyes, 2nd by Butterfield, to approve the valuation listing as submitted by the Assessor, for the over-valued parcels of real estate in Holt County for 2022. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Treptow and Tielke. Voting Nay: None.  Absent: Frahm. Motion carried.

Motion by Keyes, 2nd by Paxton, to approve the valuation listing as submitted by the Assessor, for the under-valued parcels of real estate in Holt County for 2022. Voting Aye: Butterfield, Breiner, Paxton, Treptow, Keyes and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Time was allowed for discussion on waste acres in Holt County.

Motion by Paxton, 2nd by Breiner, to concur with the Assessor and approve the list of Destroyed Properties in Holt County. Voting Aye: Breiner, Paxton, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Butterfield, 2nd by Paxton, to approve the tax list corrections #22-018 as submitted by the Assessor. Voting Aye: Paxton, Treptow, Keyes, Butterfield, Breiner and Tielke. Voting Nay: None. Absent: Frahm. Motion carried

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on June 9, 2022, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:33 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Breiner, 2nd by Keyes, to approve the minutes of the May 31, 2022, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

The Board reviewed claims on file. The Treasurer's Report was presented and placed on file.

Motion by Paxton, 2nd by Keyes, to acknowledge receipt of the delinquent and unsold parcels from the County Treasurer as required by Nebraska State Statute 77-1918. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Treptow and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Correspondence was reviewed.  

Motion by Butterfield, 2nd by Keyes, to approve the surety bonds on file for: Kent Johring, Shields Township Clerk; Allen Spangler, Shields Township Treasurer; Matthew G. Cole, Emmet Township Clerk; David J. Hickey, Emmet Township Treasurer. Voting Aye: Butterfield, Breiner, Paxton, Treptow, Keyes and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Paxton, 2nd by Treptow, to appoint Rod Heiss to serve on the Holt County Planning & Zoning Board District 3 to complete  the term ending December 2024. Voting Aye: Breiner, Paxton, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None.  Absent: Frahm.  Motion carried.

Motion by Paxton, 2nd by Breiner, to accept the bid from It's Werth the Time for $51,100.00 to repair the concrete parking lot at the Courthouse Annex with a start date of June 27, 2022. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Paxton, 2nd by Keyes, to approve the quote from Applied Connective Technologies to install team alert buttons. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Treptow and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Jerry Gotschall was present to discuss the road on 468th Avenue between 863 and 864 Road.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

The Board discussed the appointment of a community member to serve on the North Central District Health Department Board.

Motion by Paxton, 2nd by Keyes, to approve the Engineering Agreement with Mainelli Wagner & Associates for the C45(519 & 521) Atkinson East grading and paving project. Voting Aye: Keyes, Butterfield, Breiner, Paxton, Treptow and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Keyes, 2nd by Breiner, to approve the Right of Way permits for Three River Communications for fiber optic telephone cable in 29-29-11 and for Bob Kracl for electrical cable for irrigation in Sections 10 & 11-30-10. Voting Aye: Butterfield, Breiner, Paxton, Treptow, Keyes and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Road Superintendent Gary Connot presented his Department Activity Report.

Motion by Breiner, 2nd by Paxton, to approve the following claims. Voting Aye: Breiner, Paxton, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.
