The Holt County Board of Supervisors met as a Board of Equalization with all members present except Chairman Frahm. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943.  Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on February 22, 2024, in the Holt County Independent. Acting Chairman Tielke convened the meeting at 9:32 A.M. with the flag salute.

Motion by Keyes, 2nd by Paxton, to approve the minutes of the February 15, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Acting Chairman Tielke convened a public hearing at 9:33 A.M. to receive public comment on the Permissive Tax Exemption Applications on file for Religious and Community Buildings. 

The Board reviewed each application with County Assessor Tim Wallinger. No one appeared to comment.

Motion by Paxton, 2nd by Treptow, to adjourn from public hearing at 10:00 A.M. and return to regular session.  Voting Aye: Keyes, Neiman, Breiner, Paxton, Treptow and Tielke. Voting Nay: None. Absent: Frahm.  Motion carried.

Motion by Keyes, 2nd by Paxton, to approve the Permissive Exemption Applications on file for the Religious and Community Buildings in Holt County as submitted by the Assessor. Voting Aye: Neiman, Breiner, Paxton, Treptow, Keyes and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Paxton, 2nd by Neiman, to approve the tax list correction #24-008 as submitted by the Assessor. Voting Aye: Breiner, Paxton, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Absent: Frahm Motion carried. 

Acting Chairman Tielke convened a public hearing at 10:02 A.M. to receive public comment on the Motor Vehicle Tax Exemption Application on file for: Avera St. Anthony's Hospital on a 2019 Dodge Caravan & 2022 Chrysler Voyager; Bright Horizons on a 1980 Utility Trailer; Building Blocks for Community Enrichment on a 2024 Nissan Altima; Sacred Heart Parish of Boyd County on a 2019 Jeep Compass; St. Patrick's Catholic Church on a 2001 Ford F150. No one appeared to comment.

Motion by Paxton, 2nd by Breiner, to adjourn from public hearing at 10:05 A.M. and return to regular session. Voting Aye: Paxton, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Frahm. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof  by publication in paper as shown by Affidavit of Publication on February 22, 2024, in the Holt County Independent.

Chairman Tielke convened the meeting at 10:07 A.M. and informed the public of the location of the Open Meeting Poster.  

Motion by Paxton, 2nd by Breiner, to approve the minutes of the February 15, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

10:10 being the time advertised time was allowed for public comment. No one appeared to comment.

The Board reviewed claims on file.

Motion by Paxton, 2nd by Keyes, to allow the direct deposit payroll and other related claims. Voting Aye: Keyes, Neiman, Breiner, Paxton, Treptow and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Paxton, 2nd by Treptow, to void check #24010146 for $359.85 to Fairfield Inn due to payment out of incorrect fund. Voting Aye: Neiman, Breiner, Paxton, Treptow, Keyes and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Paxton, 2nd by Keyes, to approve the zoning applications on file for: a tract in SE ¼ 19-25-12 for Aaron M. Rockford & Alec J. Rockford and a tract in SE ¼ 7-26-12 for Allen E. & Sandra K. Kelley. Voting Aye: Breiner, Paxton, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

The Board discussed the possibility of future conservation easement applications with the County Attorney.

Mike Boden with the Nebraska Association of County Officials (NACO) presented information on medical transportation insurance available with NACO.

11:00 being the time advertised bids were opened for 2024 culverts and grader blades. 

Bids were then opened for grader blades. Bids were as follows:

B's Enterprises, Inc. Norfolk, NE $88.50

Nebraska Machinery Co., Norfolk, NE $96.70

Midwest Service & Sales, Schuyler, NE $108.92

Wear Parts & Equipment, Aurora, CO $102.00

Time was allowed for the representatives to represent their bid.

Motion by Keyes, 2nd by Paxton, to accept the low bid from B's Enterprises of $88.50 for grader blades for 2024. Voting Aye: Paxton, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Culvert bids were received from the following company: B's Enterprises, Norfolk, NE

The bids were on 10 different sizes of culverts. (See bid sheets) Culvert bids were reviewed.

Motion by Keyes, 2nd by Paxton, to accept the 2024 culvert bid from B's Enterprises. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Treptow, 2nd by Neiman, to approve the Right of Way permit for Gary Pistulka in the NE ¼ 5-32-11 for waterline. Voting Aye: Keyes, Neiman, Breiner, Paxton, Treptow and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Neiman, 2nd by Paxton, to set a bid date for 2024 pavement marking on April 16, 2024, at 11:00 A.M. Voting Aye: Neiman, Breiner, Paxton, Treptow, Keyes and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Paxton, 2nd by Keyes, to set a bid date for 2024 gravel on March 29, 2024, at 11:00 A.M. Voting Aye: Breiner, Paxton, Treptow, Keyes, Neiman and Tielke.Voting Nay: None. Absent: Frahm. Motion carried.

Motion by Paxton, 2nd by Keyes, to direct the Road Superintendent and the District 6 Supervisor to continue to pursue the land purchase to relocate the District 6 shop. Voting Aye: Paxton, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Absent: Frahm. Motion carried.

Road Superintendent Gary Connot presented his Department Activity Report.

The Board recessed for lunch at 12:12 P.M. 

Chairman Tielke reconvened the meeting at 1:45 P.M.

Chairman Tielke adjourned the meeting at 1:46 P.M. until March 18, 2024, at 9:45 A.M.
