The Holt County Board of Supervisors met as a Board of Equalization with all members present except Breiner. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on December 9, 2021, in the Atkinson Graphic.

Chairman Frahm convened the meeting at 9:31 A.M. with the flag salute.

Motion by Paxton, 2nd by Butterfield, to approve the minutes of the November 30, 2021, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Paxton, Tielke and Frahm. Voting Nay: None. Absent: Breiner. Motion carried.

Motion by Butterfield, 2nd by Keyes, to approve the tax list corrections #21-052 as submitted by the Assessor. Voting Aye: Keyes, Butterfield, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Absent: Breiner. Motion carried.

Chairman Frahm adjourned the meeting at 9:39 A.M.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present except Breiner. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on December 9, 2021, in the Atkinson Graphic.

Chairman Tielke convened the meeting at 9:46 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Paxton, 2nd by Keyes, to approve the minutes of the November 30, 2021, meeting as printed. Voting Aye: Treptow, Keyes, Butterfield, Paxton, Frahm and Tielke. Voting Nay: None. Absent: Breiner. Motion carried.

Treasurers Report was presented and placed on file.

Correspondence was reviewed.

Motion by Butterfield, 2nd by Frahm, to contract with the Nebraska Auditor of Public Accounts to conduct the Holt County audit for the fiscal year 2022, 2023 & 2024, not to exceed $18,000.00 per year. Voting Aye: Keyes, Butterfield, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Absent: Breiner. Motion carried.

Motion by Frahm, 2nd by Paxton, to approve the surety bond on file for Della Grass, Holt County Ag Society Treasurer. Voting Aye: Butterfield, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Absent: Breiner. Motion carried.

The Finance Committee reported that the County Officials had remitted their monthly fees to the County Treasurer as required.

Motion by Keyes, 2nd by Frahm, to allow the County Offices to close at 3:00 P.M. on December 23, 2021, due to the Christmas Holiday falling on a Saturday the Federal Holiday is observed on Friday and the Christmas Eve Holiday is observed on December 23rd. Voting Aye: Paxton, Frahm, Paxton, Keyes, Butterfield and Tielke. Voting Nay:  None. Absent: Breiner. Motion carried.

Motion by Paxton, 2nd by Butterfield, to approve the zoning application on file for Janice J. Myers, Kay M. Keyes, Sheryl A. Myers and Rickey D. Alder for 2 irregular tracts in SE ¼ 35-31-16. Voting Aye: Frahm, Treptow, Keyes, Butterfield, Paxton and Tielke. Voting Nay: None. Absent: Breiner. Motion carried.

The Board reviewed the Re-Districting Map for Holt County from the 2020 census.

The Board reviewed the proposed revisions in the Employee Handbook.

Bob Snyder was present to discuss county property with the Board.

Motion by Paxton, 2nd by Frahm, to approve the change order #1 on C45(527) Emmet Northeast for $21,296.00. Voting Aye: Treptow, Keyes, Butterfield, Paxton, Frahm and Tielke. Voting Nay: None. Absent: Breiner. Motion carried.

Motion by Butterfield, 2nd by Paxton, to approve the Right of Way permit for electrical cable for Veldon Judge in NE ¼ 23-31-14. Voting Aye: Keyes, Butterfield, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Absent: Breiner. Motion carried. 

The Board acknowledged receipt of the NDOT's approval for a 32-day extension on work on the Naper South Bridge.

Road Superintendent Gary Connot presented his Department Activity Report.

The Board recessed for lunch at 12:26 P.M.

Chairman Tielke reconvened the meeting at 1:24 P.M. with all members present except Breiner.

Correspondence was read.

Those speaking were County Attorney Brent Kelly, Melvin Knox, Pat Knox, Gene Kelly and Steve Boshart.

Motion by Keyes, 2nd by Frahm, to adjourn from public hearing at 2:31 P.M. and return to regular session. Voting Aye: Paxton, Frahm, Treptow, Keyes, Butterfield and Tielke. Voting Nay: None. Absent: Breiner. Motion carried.

Motion by Frahm, 2nd by Paxton, to deny the Agriculture Conservation Easement Program '" Wetland Reserve Easement request for Bar K Bar LLC c/o Melvin Knox, SW ¼ 33-25-11 due to this application being in conflict with the Holt County Comprehensive Plan. Voting Aye: Frahm, Treptow, Keyes, Paxton and Tielke. Voting Nay: None. Abstain: Butterfield. Absent: Breiner. Motion carried.
