The Holt County Board of Supervisors met as a Board of Equalization with all members present. County Assessor Tim Wallinger, County Treasurer Shelly Ross and County Clerk Cathy Pavel were also in attendance. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on November 21, 2024, in the Holt County Independent.

Chairman Frahm convened the meeting at 9:30 A.M. with the flag salute.

Motion by Paxton, 2nd by Neiman, to approve the minutes of the November 18, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Tielke and Frahm. Voting Nay: None. Motion carried.

Chairman Frahm convened a public hearing at 9:31 A.M. to receive public comment on the Motor Vehicle Tax Exemption Application on file for: O'Neill Methodist Church on a 2003 Ford F350. No one appeared to comment.

Motion by Breiner, 2nd by Tielke, to adjourn from public hearing at 9:33 A.M. and return to regular session. Voting Aye: Keyes, Neiman, Breiner, Paxton, Tielke, Treptow and Frahm. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Keyes, to approve the Motor Vehicle Tax Exemption Application on file for: O'Neill Methodist Church on a 2003 Ford F350. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Frahm. Voting Nay: None. Motion carried.

The Holt County Board of Supervisors met in regular session as per adjournment with all members present. This meeting publicized pursuant to Section 84-1411 R.R.S. 1943. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on November 21, 2024, in the Holt County Independent.

Chairman Tielke convened the meeting at 9:45 A.M. and informed the public of the location of the Open Meeting Poster.

Motion by Frahm, 2nd by Keyes, to approve the minutes of the November 18, 2024, meeting as printed. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

The Board reviewed claims on file.

Motion by Paxton, 2nd by Frahm, to designate the Summerlund Advocate as the legal newspaper with KBRX as the alternate in case of an emergency and the Holt County website www.co.holtne.us as another method of notice of meetings. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

9:50 A.M. being the time advertised time was allowed for public comment. No one appeared to comment.

Correspondence was reviewed.   

Motion by Paxton, 2nd by Treptow, to approve the County Board Meeting Schedule for 2025 as presented. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.

Motion by Paxton, 2nd by Frahm, to approve the refund to the Estate of Robert A. Daniels for $15,743.63 from the Inheritance Fund due to overpayment. Voting Aye: Breiner, Paxton, Frahm, Treptow, Keyes, Neiman and Tielke. Voting Nay: None. Motion carried.

Motion by Breiner, 2nd by Paxton, to approve the surety bond for Paige Williams, Village of Inman Clerk/Treasurer. Voting Aye: Paxton, Frahm, Treptow, Keyes, Neiman, Breiner and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Frahm, to approve the zoning application for Paul J. Vandersnick a tract in W ½ 19-26-9. Voting Aye: Frahm, Treptow, Keyes, Neiman, Breiner, Paxton and Tielke. Voting Nay: None. Motion carried.

Motion by Frahm, 2nd by Paxton, to approve the following claims. Voting Aye: Treptow, Keyes, Neiman, Breiner, Paxton, Frahm and Tielke. Voting Nay: None. Motion carried.

John Bauer Field Investigator with the Nebraska Game and Parks Department and Deputy Sheriff Ed Nordby were present to discuss office space availability for the Field Investigator. 

Gary Connot Road Superintendent presented his Department Activity Report.

Zoom conference with the Nebraska Broadband Office was held to update the Board on the BEAD Program.

Motion by Paxton, 2nd by Treptow, to approve the Right of Way permit for O'Neill Farms for natural gas line for irrigation in SE ¼ 24-29-11. Voting Aye: Keyes, Neiman, Breiner, Paxton, Frahm, Treptow and Tielke. Voting Nay: None. Motion carried.

Motion by Keyes, 2nd by Breiner, to accept the state bid from Truck Center Companies for a Western Star 49X DumpPlow 2026 truck for $253,248.00. Voting Aye: Neiman, Breiner, Paxton, Frahm, Treptow, Keyes and Tielke. Voting Nay: None. Motion carried.
