Holt County Board of Equalization and Board of Supervisors Proceedings – November 17, 2025

Board meetings are held on the first working day after the 15th and the last working day of the month. Meetings are held at the Holt County Courthouse meeting room. Board of Equalization at 9:30 A.M. and Board of Supervisors at 9:45 A.M. Notice of meeting given in advance thereof by publication in paper as shown by Affidavit of Publication on November 12, 2025, in the Summerland Advocate. The agenda for all meetings are kept continuously current and is available for public inspection at the County Clerk's office during normal business hours. The agenda is held open until 24 hours prior to the meeting. The Board has the right to modify the agenda to include items of an emergency nature only at such meeting.

The Holt County Board of Equalization convened at 9:30 A.M.  Present: Treptow, Linquist, Neiman, Breiner, Paxton and Frahm. County Assessor Wallinger, County Treasurer Ross and County Clerk Pavel were also present.

Approved the minutes of the October 31, 2025, meeting.

Held public hearing to receive public comment on Motor Vehicle Tax Exemption Applications, no one appeared to comment. Board approve Motor Vehicle Tax Exemption Applications for Word of Life Christian Center on a 2012 enclosed trailer and Avera Health on a 2026 Chevrolet Equinox.

Adjourned from the Board of Equalization meeting at 9:37 A.M.

The Holt County Board of Supervisors meeting convened at 9:46 A.M.  Present: Treptow, Linquist, Neiman, Breiner, Paxton, Frahm and Tielke. 

Approved the minutes of October 31, 2025, meeting, accepted Treasurer's Report, acknowledged receipt of the Distress Warrant Report issued by the Treasurer and given to the Sheriff for collection, reviewed claims, correspondence, accepted Officer's Reports and discussed carpet for 911 Office.

Time was allowed for public comment. No one appeared to comment.

Sheriff Matchett and Deputy Nordby were present to discuss purchase of a new patrol unit.

Designated Atkinson Graphic as the legal newspaper for 2026 with KBRX as the alternate and the Holt County website as another method of notice of meetings.

Approved the Memorandum of Understanding between the Nebraska Department of Veteran's Affairs and Holt County effective 1/1/2026 through 12/31/2028.

Discussed Verizon Wireless's request for antenna modification to the existing antennas.

Approved Resolution 2025-19 that requires the county to annually certify the appointment of the County Highway Superintendent to the NDOT using the year-end certification form.

The Board rescinded motion from October 31, 2025, to purchase a 24' trailer with 16' tilt deck due to one of the quotes was inadvertently not included in the packet of quotes.

All quotes were then reviewed and the Board approved the quote from Northeast Nebraska Tire/PJ Trailers for a 24' trailer with 16' tilt deck for $12,265.00. 

Approved change order #1 for the Atkinson East C45-(519A) project in the amount of $46,170.00.

Approved the road mowing charges for collection to the County Treasurer.

Approved the rental of an asphalt heater box from Reiman Construction for one month for $2,500.00.

Gary Connot and Dave Reiman presented the Road Department Activity Report.
